- Researches prospective partner employers through varied means, including print records, media data, internet, and networking opportunities. Originates outreach to prospective partner employers and provides information about the benefits of the SEE Hawaii Work Program. Responds to inquiries from prospective partners. Develops marketing tools to promote the SEE Hawaii Work Program to a wide range of prospective employers.
- Assists SEE employers with registering with Hawaii Compliance Express, completing and submitting DHS forms for SEE Program application, portal set-up/updates, and reimbursement.
- Obtains information regarding the nature of employment, including hiring requirements in the areas of skills, experience, education, and other qualifications, Job Order, Job Description, and Application.
- Stays abreast of job trends and current labor market needs. Researches and compiles occupational, educational, and economic data regarding factors that would aid participants in fulfilling vocational and/or educational objectives.
- Receives First-to-Work Client Referral, timely contacts and Intakes participants. Works closely with First-to-Work and other partner agency staff to assess, evaluate, and support each participant's job readiness.
- Collects, organizes and analyzes participant information through records, assessments, interviews and professional sources to appraise each participant's work experience, interests, aptitudes, abilities and personality characteristics to determine job qualifications and employment goals.
- Counsels participants and provides both individual and group educational and vocational guidance services when needed. Develops and conducts workshops and other resources, as needed, to increase participants' job readiness.
- Provides case management services to participants, which includes but is not limited to:
- Refers to the First-to-Work Program any psychosocial or other non-employment issues suspected of or disclosed by a participant, and also for support services and other available First-to-Work assistance.
- Collaborates with SEE Program staff when needed, matches the participant pool with the SEE partner employers' open positions, including hiring requirements in the areas of skills, experience, education, and other qualifications. Generate job referrals for participants to prospective positions keeping in mind the "best fit" for both the participant and partner employer. Forwards each participant's job referral information to partner employers.
- As requested by the SEE partner employer, schedules interviews with the selected eligible applicants. Works with the participants prior to the interview to practice and polish interviewing skills through mock interview training and other job readiness training.
- Negotiates terms of employments, executes SEE Agreement. Travels on island to make employment site visits on/off hours at the start of employment and on a routine basis. Routinely follows up by phone, email, mail, and in office with participants and SEE partner employers to ensure a successful subsidized employment period. Advocates for job retention, increased hours and pay, promotion, training opportunities, and other advancement. Address any inquiries and/or challenges the participant and partner employer may have regarding the employment according to Goodwill and DHS policies.
- As an employed SEE program participant transitions out of SEE Agreement, works with the partner employer to ensure the required evaluation is completed. Engages in follow-up activities with participants and employers to evaluate program success, complete satisfaction surveys, and make recommendations for program improvements.
- Ensures program records, both paper and electronic, and reports are accurate, timely, and complete. Maintains regular communication with the First-to-Work and other partner agency staff to report each participant's employment progress. Provides required DHS forms and information to ensure the participant's compliance with the First-to-Work Program requirements. Audits and maintain program records and services according to contract, State, Federal, CARF, HIPAA requirements.
- Ability to deal effectively with difficult and on occasion, irate customers. Ability to deescalate customers with tact and understanding. Elevates to the Program Coordinator and Director of Workforce Development any concerns that require additional support or attention.
- Responsible for written and verbal communication with a diverse group of individuals, including SEE Program staff, DHS staff, and the business community.
- Responsible to understand and support CARF accreditation standards.
- Carries out the policies and procedures of the agency and the program. Follows State policies and procedures as specified in contract.
- Conducts work in a safe and responsible manner, utilizing protective clothing and/or equipment when appropriate. Responsible for awareness of and adherence to all company and safety policies and procedures.
- Ensures that confidentiality is maintained in accordance with contract, State, and Federal law including HIPAA. Maintains and keeps track of compliance related information and data to assure compliance with CARF, all Federal and State requirements including Wage and Hour Laws, and Federal posting requirements.
- In the absence of the Program Coordinator represents agency in community, interagency activities and with funding sources. Provides program operational support to the SEE Hawaii Work Program in meeting contract requirements and program goals.
- Assist Program Coordinator in carrying out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include reviewing and reporting work performance issues to the Program Supervisor, assisting with training employees, auditing of case files, planning, assigning and guiding work, addressing complaints and assisting with resolving problems, and other supervisory responsibilities as directed by the Program Coordinator. Acting Supervisor in the absence of the Program Coordinator.
- Bachelor's degree from a four-year college or university and
- One to two years related work experience and/or training; or
- Equivalent combination of education and experience
- Must be proficient in Microsoft Word, PowerPoint, Excel, and Outlook
- Valid Hawaii driver's license and a traffic abstract that meet company guidelines
- Access to an insured vehicle with current registration and safety check
- Bachelor's Degree in Human Services or Marketing and Communications is preferred
- Prior supervisory experience

Summary: As a Career Navigator Team Lead, you will market and represent the Supporting Employment Empowerment (SEE) Hawaii Work Program to community business employers, assist employers with partnering with SEE Hawaii Work Program, provide pre- and post-employment support to ensure program participants and partner employers' successful involvement in the SEE Hawaii Work Program. You will also provide assistance in carrying out SEE Hawaii Work Program operational supervisory duties and responsibilities.
