SUMMARY


Responsible for the supervision, coordination and development of the Agency's individual [pre]employment services in Southeast Connecticut for individuals with behavioral health/substance use disorders, physical disabilities and/or other barriers to employment.

All services shall be developed to meet the pre-employment and employment needs of each individual, maximizing their participation in the planning process, to achieve successful employment outcomes.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Ensure that adequate measures are taken to respond to individuals' vocational, educational, psychological, behavioral, personal care and transportation needs and choices.
  • Ensure that individuals receiving services are provided with the programmatic supports necessary for their attainment of vocational and educational goals.
  • Ensure services are provided in a safe, professional and respectful manner.
  • Ensure that individuals receiving services have the opportunity to fully participate in the development of their programs and that they are assisted in making informed choices and decisions.
  • Assist staff in career/professional development through regular supervision, training opportunities and continuous performance review.
  • Advise employees regarding departmental and GWSNE policies and procedures.
  • Direct, assist and instruct staff as to their methods, procedures, safety awareness and compliance to various state and federal regulations.
  • Establish and maintain with staff and individuals receiving services safety awareness guidelines and activities that promote the development and operation of safe, accessible work environments.
  • Provide oversight of the Individual Placement and Support (IPS) supported employment program. Fulfill all functions of the IPS supervisor role as determined by the service model. Manage a small caseload of individuals receiving services, as necessary.
  • Communicate and collaborate with other department managers to enhance services, resolve problems, make the best use of resources and coordinate services and activities.
  • Coordinate the utilization and scheduling of outside consultants with program staff.
  • Maintain regular and ongoing communication with referral sources and collaborating providers and treaters to facilitate coordinated service delivery and full utilization of program resources.
  • Ensure sufficient employer/customer relationships are developed to meet the training and employment needs of the individuals receiving services.
  • Develop and maintain liaison with the families, residential providers and employers of individuals receiving services and other community service providers and customers.
  • Ensure that program staff support and maintain liaison with same.
  • Develop and maintain working relationships with appropriate staff from other agencies involved in collaborative projects with GWSNE. Promote positive relationships, resolve interagency conflicts through mediation and involvement of appropriate personnel from each agency and ensure coordination of services.
  • Ensure that program staff fulfill all assigned responsibilities in collaborative projects and promote positive interagency relationships.
  • Compile data and assist in the preparation of annual budgets.
  • Review and approve departmental expenditures in accordance with GWSNE guidelines.
  • Together with individuals receiving services, staff, coworkers and external stakeholders continuously assess effectiveness of service delivery.
  • Propose, plan and implement modifications, as needed, and evaluate outcomes.
  • Ensure that departmental activities are adequately documented satisfying requirements of GWSNE, funding sources, accrediting bodies and other governmental agencies.
  • Participate in committees, meetings, speaking engagements and staff/employer development activities to promote public awareness of disability issues and to increase community involvement with the program.
  • Ensure that case management services are provided to include, but not be limited to, screening and intake, counseling and crisis intervention, referrals to other agencies for services not provided by GWSNE, financial profiles, program coordination, and facilitating team meetings.
