    The purpose of the Program Specialist - Child Support Intake is to establish paternity and child support orders, initiate new actions, and assist the Child Support Paraprofessional in enforcing existing orders.

    Essential Duties
    • Receive phone calls from participants and explain State policy and/or law as it pertains to establishment and enforcement of child support cases, as well as ongoing enforcement of cases.
    • Process mail and faxes that come into the Agency daily, including recording all communications received and responses to that communication and update files.
    • Complete initial assessment of case venue and jurisdiction before determining the appropriate course of action for the case.
    • Initiate new establishment cases by creating files, sending and reviewing Applications for IV-D Services, sending financial disclosure forms, and gathering demographic information on all parties.
    • Perform investigative searches in all State and Federal systems for information, utilize and understand policy and law, act on worklist items under established State and Federal timeframes, and create case records and create and delivery notices.
    • Review eWiSACWIS and CWW in detail to determine participant and case eligibility for child support or when an existing case requires updates. Review participant financial accounts, calculating payment deficiencies and purge payment amounts.
    • Explain the Child Support Agency's responsibility and role of the in establishing paternity, a legal obligation for support, and enforcement of support orders to participants routinely.
    • Provide ongoing support to participants regarding legal options to modifying their court orders or complying with their court orders, as well as resources for employment, assistance programs, legal counsel, and other programs.
    • Create new electronic cases in CCAP for e-filing legal and court related documents in CCAP for the Court routinely.
    • Determine whether a participant meets the noncooperation criteria and initiate the noncooperation process with CWW case workers or Human Services Case workers. This also includes determine noncooperation remedies and work with participants to resolve sanctions.
    • Schedule appointments for Paraprofessionals and Administrator for genetic testing, signing Voluntary Paternity Acknowledgment forms, and establishing child support.
    • Identify and draft the correct legal documents needed to establish child support and paternity with the Court timely and accurately.
    • Send legal documents out for process of service and monitor the success of service on the participant.
    • Distribute work search forms and monitor seek work orders under cases for compliance.
    • Obtain releases of confidential information from participants and request birth expenses from medical providers or from the state Medicaid system.
    • Contact employers to verify non-payment issues and health insurance availability.
    • Schedule court hearings with the Family Court Commissioner for paternity actions, establishment of child support actions, and contempt actions.
    • Access Bureau of Vital Records Birth Query to comply with DCF 151 "Father for Every Child" law Determine whether a father is listed on the child's birth record and proceed with the appropriate child support action in the established timeline.
    • Complete and review monthly reports to track cases.
    • Contact Social Security Administration for Social Security Numbers.
    • Perform routine tasks in absence of other professional from the office.
    • Assist in training new Program Assistants with information on navigating KIDS and other State systems, State policy and law.
    • Handle large amounts of cash regularly by taking in payments from payers and purge payments.
    • Perform notary public duties.
    • Participate in office meetings and trainings as scheduled.
    • And other duties as assigned.
    Required Working Hours

    Standard working hours are Monday through Friday, 8:00 am until 4:30 pm. Please note these hours are subject to change and additional hours may be needed or required. Compensation for additional hours beyond normal working hours are subject to applicable state and federal regulations.

    Minimum Training and Education

    Required:

    High school diploma or equivalent

    2 years of administrative or office experience

    Preferred:

    Experience in a child support setting.

    Certification:

    Notary Public Certification, or the ability to become certified within six months of start.

    Any combination of education and experience that provides equivalent knowledge, skills and abilities may be considered.
