    Description

    Under general supervision and direction of the Chief Building Official, this position is responsible for plumbing code review and inspections for the City. This position is also responsible for various inspections as needed involving commercial, industrial, and residential type construction. The Plumbing Inspector will be tasked to update and train inspection staff in plumbing inspections. The duties and responsibilities of this job are performed with latitude for independent judgment in accordance with department and city policies.
    Examples of Duties

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    1. Perform various field inspections, for all types of permits issued by the Building Inspections Department, to ensure codes and/or ordinances are compliant, including building, mechanical, and plumbing inspections for commercial, industrial, and residential projects.
    2. Consults with architects, engineers, and contractors as well as City staff from various departments including Community Standards, Planning, and Engineering, regarding Building Code and City ordinance compliance for various types of construction projects.
    3. Ensures compliance with applicable plumbing safety regulations per established safety and Building Inspections Department policies.
    4. Reviews permit applications to ensure accuracy, they correctly reflect anticipated work; and issues permits in a timely manner.
    5. Deals with code and ordinance issues; complaints, and resolves building code violations for code compliance.
    6. Maintains accurate records of departmental code reviews and approved plans.
    7. Records accurate and detailed daily records of inspection activities such as correction notices.
    8. Identifies necessary plan review corrections and recommends changes to applicant to ensure code and City ordinance compliance.
    9. Administers the City backflow protector device testing and tracking process in accordance with the requirements of the State of Minnesota Plumbing Code.
    10. Receives and responds to questions and/or complaints from a variety of individuals and/or businesses regarding codes and regulations, inspection schedules, inspection results, and code compliance requirements.
    11. Responds in a prompt, positive, and courteous manner through emails, over the phone, and in-person to inquiries from architects, designers, engineers, developers, contractors, homeowners, and others regarding plumbing and building codes, related ordinances, policies, and procedures.
    12. Updates and trains inspectors on MN Plumbing Code related topics for proper code enforcement and uniformity.
    13. Administer the inspection process of residential utilities and train inspection personnel as needed.
    14. Participate with Code organizations to represent the City's interests either working with staff, boards, or commits either as a member or in providing support.
    15. Attend training, conferences, and seminars to maintain required licenses and certifications.
    16. Adheres to safety regulations per established safety policies and to Building Inspections Department policies.
    17. Perform other duties as required, whether apparent or as delegated.

    Knowledge, Skills, and Abilities
    • 1. Thorough knowledge of the Minnesota Plumbing Code as well as the ability to develop the skills to interpret the Minnesota Building and Residential Code and other applicable codes such as Accessibility & Energy Codes.
      2. Knowledge of City of Blaine Code of Ordinances.
      3. Knowledge of soils, building construction, building design, blueprint reading, and building codes.
      4. Ability to communicate effectively, in English, both verbally and in writing with staff, general contractors, architects, engineers and the public.
      5. Ability to perform professional plumbing plan reviews and inspections of considerable difficulty.
      6. Skill in mathematical computations sufficient to calculate related aspects of current Plumbing Code such as figuring DWV and water piping sizing.
      7. Ability to learn City of Blaine's iMS permitting system.
      8. Ability to learn Bluebeam to perform electronic plan reviews.
      9. Ability to meet physical requirements of conducting inspections.
      10. Must be fair and unbiased when enforcing the code.
      11. Must strive to promote a cooperative, team atmosphere in the department and exhibit a positive attitude.
      12. Ability to establish and maintain effective, positive, and professional working relations with City staff, contractors, architects, engineers, and the public.
      13. Must have the ability to accept work direction, constructive criticism and/or discipline while also being able to acknowledge and own moments with tact and diplomacy when personal interpretation of a code was inaccurate.
      14. Skills in recognizing, assessing, and resolving conflicts. The job may involve dealing with and calming individuals that are emotional over an issue.
      15. Must utilize work time properly and productively.
      16. Must be able to work effectively under pressure and perform duties with minimum supervision.
      17. Must be detailed and able to produce quality, accurate work while meeting deadlines and following through on completion of projects.

    MINIMUM REQUIREMENTS
    1. High school diploma or GED equivalent.
    2. State of Minnesota Master Plumbing License.
    3. One-year commercial plan review or design experience dealing with complex projects.
    4. State of Minnesota Certified Limited Building Official or ability to obtain within nine months of employment.
    5. State plumbing delegation to perform commercial plan reviews and to inspect state licensed facilities or ability to obtain within nine months of employment.
    6. Valid driver's license.
    7. Three years of computer skills using Microsoft Office products.

    DESIRABLE QUALIFICATIONS
    1. Five years of plumbing inspection experience with one year of municipal plumbing plan review and inspection experience.
    2. State of Minnesota Certified Building Official.
    3. One year of municipal building and/or HVAC plan review and inspection experience.
    4. Experience using Bluebeam for performing electronic plan reviews.
    5. ICC/ICBO Certified Building Plans Examiner.
    6. ICC/ICBO Certified Building Inspector.
    7. Minnesota SSTS Individual Inspector Certification.
    8. Completion of vocational training in a related building construction trade (other than plumbing), or two years of pre-engineering or construction management coursework, or completion of BIT program (Associate Degree or Certificate).
    Positions in this class typically require: climbing, balancing, stooping, reaching, standing, walking, finger dexterity, grasping, talking, hearing, and seeing.

    Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

    We offer an excellent comprehensive benefit package for full time employees.     For 2024, the City contributes $1,490.00 per month for each full-time employee to apply towards the benefits offered through the cafeteria plan if electing medical coverage. For 2024, the City contributes $706.00 per month for each full-time employee if medical coverage is waived. The City's contribution is pro-rated for part-time employees.

    MEDICAL INSURANCE
    The City of Blaine offers a full cafeteria plan. All full-time probationary and regular City employees are eligible to participate. Single coverage is part of the core, but if the employee so elects, he/she may include his/her dependents on a family policy. Employees may choose from four options under HealthPartners. Coverage becomes effective the first of the month following date of hire for both employee and employee+ policies. The following are the monthly premiums for each plan:

    DENTAL INSURANCE
    Single dental insurance is part of the core, but family dental insurance is available. All full-time probationary and regular employees are eligible. This dental insurance becomes effective on the first of the month following date of hire. The monthly premiums for single and family coverage is:

    LIFE INSURANCE
    Basic life in the amount of $50,000 is part of the core. All full-time probationary and regular City employees are provided with a term life, accidental death and dismemberment insurance policy.

    The Standard $8.50

    ADDITIONAL LIFE INSURANCE
    Available for family members of all full-time probationary and regular employees at low group rates from The Standard and/or PERA Life. Specific regulations apply.

    LONG-TERM DISABILITY
    All active full-time employees who work 40 hours a week are eligible to participate in the long-term disability (LTD) plan.

    RETIREMENT
    Retirement benefits are those of a coordinated plan which combines the benefits of the Public Employees Retirement Association (PERA) with regular Social Security benefits. The employee contributes 6.50% of total annual earnings to PERA. The city contributes 7.50% of the employee's annual earnings to PERA. The employee also contributes the mandatory social security contribution which is matched by the City.

    EDUCATIONAL ASSISTANCE
    All regular full-time employees are eligible for tuition reimbursement upon satisfactory completion of approved work-related educational courses offered by accredited institutions.

    EMPLOYEE ASSISTANCE
    All regular full-time employees may participate in an Employee Assistance Program through HealthPartners at the City's expense. In certain instances, this benefit extends to the employee's immediate family as well.

    DEFERRED COMPENSATION
    All full-time probationary and regular employees are eligible to participate in a pre-tax savings program through payroll deduction.

    FLEXIBLE SPENDING ACCOUNT
    All full-time probationary and regular employees are eligible to participate in the City's pre-tax flexible spending accounts for medical insurance premiums and/or dependent care costs. Specific rules and regulations govern use and eligibility.

    POST EMPLOYMENT HEALTH CARE SAVINGS PLAN (HCSP)
    The city has implemented the Minnesota State Retirement System HCSP, which requires employees to save money on a pre-tax basis to pay medical expenses and/or health insurance premiums after termination of public service.

    HOLIDAYS
    The following eleven paid holidays will be observed by the city, New Year's Day, ML King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day After Thanksgiving, Christmas Day, Floating Holiday.

    VACATION
    Vacation leave is accrued by all regular full-time employees.

    SICK LEAVE
    Sick leave is accrued by all full-time employees at the rate of four hours per pay period with a maximum accumulation of 960 hours. A minimum of one hour must be used per occurrence.

    BEREAVEMENT LEAVE
    All probationary and regular employees are eligible for bereavement leave upon the death of an immediate family member. Employees may convert up to four days of sick leave per occurrence.
