Position Summary:


  • Set up, maintain, and manage Guam Medical Referral Office, staff and patient referrals network. Manage a setting where patients, physicians, health plan support staff and others can visit to learn more about the services it offers locally and in California, as well about community health care resources and community health.

Duties:


  • Direct or redirect current Guam and Saipan/Commonwealth of Northern Mariana Islands (CNMI) patient flow to Hospital. Identify and capture business opportunities, potential or underutilized or untapped revenue sources or patients.
  • Approach Guam Medical Referral Services to expand their free transportation service for patients in the area of the Hospital.
  • Find and negotiate discounted prices for patients at hotels and lodging within proximity of the Hospital.
  • Continue to monitor and review the community needs in Guam and other markets (e.g., Saipan/CNMI, Palau, and Micronesian Islands) and of the existing resources that are available and referral relationships to meet the community's health care needs. Consult with local experts to identify unmet needs and underserved populations and participate in the community planning for developing resources and referral relationships to meet such needs.
  • Utilize our established and trusted relationships with local clinics, doctors/providers/nurses/staff, health plans, patient coordinators, and medical organizations. Introduce/familiarize them to the Hospital services and offisland resources (to include tertiary care services within the Hospital's network) and facilitating their access to and use of such services.
  • Identify the needs for specialty services and work with the Hospital to develop plans for meeting such needs using local resources, the Hospital's Medical Staff members, and the Hospital's resources.
  • Work with the Hospital on developing and implementing telemedicine services.
  • Organize educational trainings and review of the International Patient Services Program OIR processes and services to introduce/refresh/train health plan coordinators and Providers/Clinics/Hospitals on Guam and Saipan regarding services offered by the Hospital, updates on new developments and specialty services, and address medical developments of interest.
  • Liaison contract and referral relationships between the health plans, the Hospital, and affiliate Providers.
  • Provide direct patient liaison services that will facilitate the transitions between local services and tertiary care provided offisland in California. The services will include helping the health plans/patients prepare for case review for acceptance and scheduling by Hospital providers, assist to ensure authorizations are in place, and assuring the secure transition of medical information from Guam/Saipan/CNMI to the Hospital.
  • Work with Hospital in developing, or utilizing the secure programs in place, for electronic transmission of records/imaging for patients who are seeking/receiving services from the Hospital, both onisland and offisland, to allow for the effective transmission of pertinent medical information among the patient's providers while assuring full compliance with the laws regulating confidentiality and privacy.
  • Provide as requested or needed reporting on meetings, clinic, health plan, or off island (Saipan/CNMI) visits, trends or concerns, updates/details regarding specialty and tertiary referrals, and analysis of the local market and utilization of competitors in the market.
  • Always maintain a confidential and professional office presence with or without management or leadership present.
  • Handle all details for a small practice work independently, multitask, stay focused and organized without direction.
  • Answer phones, field calls, take detailed messages, make and maintain patient logs/spreadsheets, conference/meeting coordination.
  • Assist the patients through the healthcare system by acting as a patient advocate and navigator.
  • Coordinate continuity of patient care coordination with external healthcare organizations and the Hospital, including scheduling patients for appointment(s), ensuring they are financially prepared and aware, interacting with patients and families in advance of appointments and following up upon their return.
