    The Opportunity:

    Overview:

    Aging, Disability and Veteran Services (ADVSD) is excited to announce we are currently seeking an experienced individual to provide services as a Program Supervisor within our Long term Services and Support program. We currently have 2 positions available at our East County Branch in Gresham.

    As a Program Supervisor you will plan, organize, and supervise case management and support staff activities. You will be responsible for ensuring services are provided in accordance with established Federal, State, and County guidelines and in alignment with the Division's mission and values. You will be responsible for supervising Case Managers who administer Long Term Care Services and Supports.

    The eligible list created from this recruitment may be used to fill future regular, limited duration, temporary, on-call, full or part-time assignments within the department

    The successful candidate will demonstrate:
    • Ability to create space and actively promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values
    • Advanced knowledge of and ability to appropriately apply pertinent laws and policies related to the administration of Federal and State financial, medical and long term services and supports programs for older adults and individuals with disabilities
    • Knowledge of available programs, public assistance providers, service agencies, protective services, referral centers, community resources, and crisis/emergency resources
    • Ability to provide direction, implement change management, and lead a complex program
    • Ability to supervise employees including guiding, coaching, initiating performance improvement, corrective action, and disciplinary action when appropriate
    • Experience using a participatory management style to promote teamwork and a "learning" work environment for employees
    • Ability to exercise good judgment, diplomacy, and tact in dealing with confidential and complex situations.
    • Patience and compassion when dealing with challenging and emotionally charged situations
    • Ability to effectively organize/prioritize work to meet pressing deadlines in a busy, fast paced environment.
    • Experience with maintaining the health and welfare of older adults, and people with disabilities by arranging and monitoring long-term care services, as well as authorizing Medicaid services.
    • Experience with developing a comprehensive client-directed, outcome-based plan of care in conjunction with the client and/or the client's representatives and based on the client's needs assessment.
    • Experience with arranging for the provision of care in a variety of care settings and payment to care providers as well as monitoring the client's needs, risk status, and condition through home visits, telephone contact, and contact with care providers, contract registered nurses, and other collateral contacts
    • Experience with maintaining case information and case noting in accordance with ADVSD and Oregon Aging and People with Disabilities (APD) standards and guidelines and ability to perform complex financial calculations to determine eligibility, benefit level and client payment liability for services.
    • Experience with providing consultation to co-workers of any classification and to staff of partner programs/agencies. Keep current on all policies and procedures for the programs administered.
    • Experience with supporting staff in APD computer systems such as Oregon Access and ONE system is desired.

    Minimum Qualifications/Transferable Skills*:
    • Bachelor's degree in a related field (Professional work at or near the level of this position can substitute year for year for the educational requirement)
    • Three (3) years of relevant experience in increasingly responsible professional leadership or technical program experience working with aging and disability programs.
    • Must have a valid driver's license
    • Must pass a criminal background check
