    JOB SUMMARY:

    The Quality Assurance Manager is responsible for the coordination of regulatory, and compliance documents required for the Office of Head Start, California Department of Education (CDE) and California Department of Social Services (CDSS). Assists with the preparation and completion of regulatory and compliance documents. Maintains databases and monitors program outcomes by setting and enforcing standards and controls. Prepares for database expansions by developing plans, advising management, coordinating design and programming.


    DUTIES AND RESPONSIBILITIES:

    • Collects, analyzes and reports data utilizing Child Plus and other program databases to verify and ensure data quality and accuracy.
    • Develops data workflows and procedures to ensure data integrity and transparency.
    • Analyzes data and prepares reports to reflect areas for continuous quality improvement.
    • Using quality assurance tools, monitors all program options ensuring program compliance with Head Start Performance Standards, CDE and CDSS regulations, and Community Care Licensing regulations.
    • Meets monthly with Program Design and Management (PDM) team to review compliance and provide a plan for training as requested.
    • Develops procedures, screen shots, training materials for data entry and reporting.
    • Provides additional training for new hires on Child Plus data entry and reporting.
    • Ensures monitoring occurs at management and site levels.
    • Develops procedures for ongoing monitoring of programmatic data.
    • Provides training to staff on monitoring and data systems.
    • Oversees and coordinates Head Start Self-Assessment and CDE/CDSS Self-Evaluation.
    • Assists Head Start/Child Development Director to provide funders with accurate and timely reports that include enrollment, attendance, and the annual Program Information Report (PIR).
    • Assists Head Start/Child Development Director with compiling information into relevant demographic data reports for needs assessment and program planning.
    • Reports monthly and annual Community Service Block Grant (CSBG) program specific data.
    • Assures that all data is updated and backed up daily, attends database user groups and trainings.
    • Operates various office machinery including fax machine, telephones, and copy machines.
    • Assists Head Start/Child Development Director with continuous quality improvement of data management.
    • Provides on-site technical assistance for staff as needed.
    • Works in conjunction with the management team in completion of program goals and training and technical assistance plans.
    • Serves as a liaison between the Head Start and Child Development program and data management platforms, submits inquiries as needed, and creates customized and live reports based on the needs of the program.
    • Assist Director as required/requested.
    • Participate in staff meetings and attend other meetings and seminars as directed.
    • Performs other duties as required.

    EDUCATION/EXPERIENCE REQUIREMENTS:

    • Bachelor's Degree in Business Administration or related field from an accredited institution; AND
    • Two (2) years of data management and reporting experience.
    • One (1) year supervisory experience preferred.

    OTHER REQUIREMENTS:

    • Travel and attend out of area meetings and conferences as required per the funding source(s).
    • Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours.
    • Meet and maintain KCAO hiring requirements which include:
      • Criminal Record Clearance including California DOJ, FBI and Child Abuse Centralized Index (CACI).
      • Reliable, insured transportation and valid California Driver License.
      • Motor Vehicle Report (MVR) acceptable to KCAO's vehicle insurer.
      • Health examination with tuberculin clearance.
    • AND contingent on employment candidate will be required to provide documentation of your Measles, and Pertussis immunizations.
    • Influenza immunization highly preferred.
    • Ability to be contacted outside of regularly scheduled work hours in case of emergency.
