The American Association of State Highway and Transportation Officials (AASHTO) is currently hiring a Program Manager, Transportation Operations Policy, a full-time position located in our Washington, DC office.


Nature of Position:


Under director of the Program Director, Operations, the Program Manager, Transportation Operations Policy, provides program management support, outreach and engagement, and collaboration on cross-cutting themes related to policy, budget tracking_,_ and research for AASHTO operations-related activities for the Committee on Transportation System Operations (CTSO).

In addition to directly supporting the committee, the incumbent will provide technical, budget, and contract support for the Operations contract, the Cooperative Automated Transportation Coalition, and the National Operations Center of Excellence (NOCoE).


With regard to AASHTO committees, the incumbent gathers, synthesizes, and communicates information on various operations policy issues to operations staff, AASHTO staff, and members of AASHTO's committees.

Principal responsibilities of the incumbent include developing draft policies in operations-related areas; preparing policy research, background papers, presentations, memos, and issue briefs on State and Federal transportation issues for AASHTO members and staff; drafting responses to requests from federal agencies and/or congressional committees; and coordinating with other AASHTO departments on policy issues.

The incumbent also assists in the organization and staffing of AASHTO committees and other meetings.

With guidance by the Program Director, the incumbent will also be responsible for contract management, outreach and engagement, and funding scenarios for all operations subcommittees.


The incumbent develops and maintains working contact with individuals and organizations in the transportation community, including associations, government agencies, academia, and the private sector.

The incumbent must be able to set priorities and achieve them in a timely manner, seeking guidance by the Program Director as needed.

The incumbent is the lead AASHTO staff responsible for supporting the following CTSO Subcommittee on Operations working groups:

  • CTSO Subcommittee on Operations
  • CTSO Working Group on Operations Strategies
  • CTSO Working Group on Operations Implementation
  • CTSO Working Group on Cooperative Automated Automation
  • Lead staff for development and operations of Regional Operations Forum
  • Lead staff for CTSO Support Cooperative Agreement (FHWA, IDIQ) administer budget and programs
  • Lead staff for CAT Coalition Cooperative Agreement, administer program, budget, modifications
The incumbent is responsible for collaborating with the following working groups and programs within AASHTO Committees and other AASHTO led initiatives:

  • CTSO Research Coordinators
  • Support the National Operations Center of Excellence (NOCoE) if needed.
