Overview:

The Tampa Bay Academy of Hope is seeking a dedicated Program Manager for our Climate

Labor Initiative:
Maximizing Access to Training and Employment (CLIMATE) Program. This pivotal role focuses on enhancing job quality and expanding career opportunities within the climate resilience sector.

The Program Manager will lead efforts to forge partnerships, develop apprenticeship programs, and promote equitable employment practices across multiple sectors including construction, information technology, and manufacturing.


Key Responsibilities:

Strategic Partnership Development: Cultivate and maintain strategic partnerships with businesses, educational institutions, community organizations, and government agencies to facilitate workforce development and training opportunities in the climate resilience sector.

Program Design and Implementation: Develop and oversee apprenticeship programs tailored to the needs of the climate resilience sector. Ensure programs align with industry standards and address the skill needs of employers in construction, IT, and manufacturing.

National Expansion: Extend the apprenticeship programs to at least four other states, adapting the initiatives to meet local industry needs and regulations.

Accreditation: Guide TBAH through the process to become recognized as an industry-approved trainer in the state of Florida, ensuring compliance with all regulatory requirements.

Equity and Inclusion Advocacy: Champion TBAH's Good Jobs Principles by implementing recruitment, hiring, and training practices that promote diversity, equity, inclusion, and accessibility.

Stakeholder Engagement: Actively engage with employers, worker organizations, and advocacy groups to gather insights and feedback that inform program strategies and initiatives.

Data Analysis and Reporting: Utilize Labor Market Information (LMI) and other relevant data to assess program impact, adjust strategies, and report outcomes to stakeholders and funders.

Community Outreach: Promote the CLIMATE program within the community to recruit participants and raise awareness of the training and employment opportunities available.

Resource Management: Secure funding, manage budgets, and allocate resources effectively to ensure the sustainability and scalability of the program.

Staff Management: Manage and monitor program staff, including Partnership Coordinator, Training & Development Specialist, Outreach and Recruitment Coordinator, Program Assistant, and Data/Systems Manager. Define staff roles clearly and evaluate performance regularly.

Policy and Procedure Development: Formulate and implement programmatic policies and procedures that standardize and enhance program operations across all components.

Training and Development: Provide robust training for new hires and ongoing training for existing staff to ensure high competence in program delivery and operations.

Expand Access to Training: Increase the availability of training programs that lead to recognized certifications and career advancement in climate resilience sectors.

Build Robust Apprenticeship Programs: Establish comprehensive apprenticeship programs that provide practical, hands-on experience and learning opportunities.

Enhance Job Quality: Work continuously to improve job quality standards within the sector, focusing on wage growth, benefits, working conditions, and career progression.

Foster Inclusive Employment Practices: Ensure that recruitment and hiring strategies are equitable and inclusive, actively reducing barriers faced by historically marginalized groups.


Qualifications:


  • Bachelor's degree in business administration, Environmental Science, Public Policy, or a related field; master's degree preferred.
  • Minimum of 5 years' experience in program management, workforce development, or a related field.
  • Strong knowledge of the climate resilience sector and related labor markets.
  • Proven record in developing partnerships and managing stakeholder relationships.
  • Excellent communication, leadership, and organizational skills.
  • Experience in managing grants and budgets is highly desirable.

Required Goals:

Create Multiple Apprenticeship Programs: Establish a minimum of three apprenticeship programs in Florida and expand similar initiatives to at least four other states.

Develop Extensive Partnerships: Build at least twenty-four new partnerships across various stakeholders within the first year to support and expand the program's reach and effectiveness.

Achieve Industry Recognition: Successfully navigate the accreditation process to have TBAH recognized
