Qualifications

KEY QUALIFICATIONS

  • Experience with technical aspects of water quality including physical, chemical, and biological components; principles and practices of aquatic ecology/toxicology; and state and federal water quality management rules, regulations, and other legal requirements.
  • Experience responding to inquiries from agency management, other governmental entities, legislators or legislative staff, regulated entities, and the public.
  • Experience preparing and/or reviewing legislation or legislative initiatives; rules, guidance documents, or technical publications; presentations, data, briefing materials or reports making technical recommendations.

HERE'S WHAT YOU'LL BE DOING

  • Assist with the technical oversight, coordination, and quality assurance of Galveston Bay Estuary Program (GBEP) initiatives for the Texas Commission on Environmental Quality (TCEQ).
  • Participate in the development and submission of federal reports. Identify and track the evolution of issues affecting bay management; research policy, technical, and management results that pertain to Galveston Bay in collaboration with the Natural Resources Use (NRU) and Water Sediment Quality (WSQ) coordinators and assist with coordinating reporting activities with appropriate staff to assure timely completion and submission of all required deliverables.
  • Coordinate the administration of program grants and budget, including annual grant work plan and progress reports to the Environmental Protection Agency (EPA), and the grant funds tracking.
  • Serve as the GBEP quality assurance officer; by facilitating the quality assurance process, including outlining procedures, tracking project performance, and preparing technical summaries of the status of quality assurance/control activities for review.
  • Maintain and update the program database; and generate periodic reports related to GBEP.
  • Aid with the oversight of contract management, amendments, tracking, and execution and with the technical review and analysis of reports, publications, and data submission for GBEP.

EDUCATION & EXPERIENCE

  • A bachelor's degree from an accredited college or university with a major in a natural or physical science, engineering, environmental studies, or related field, plus two years of fulltime experience in environmental activities.


One year of full-time experience in the field of environmental activities may be substituted for each year (30 semester hours) of the required education.


OR

  • A master's degree from an accredited college or university in the degrees listed above, plus one year of the required experience.

OR

  • A doctorate degree from an accredited college or university in engineering, science, environmental studies, or related fields.

OR

  • Two years of fulltime experience as a Natural Resources Specialist II at TCEQ.
