Human Resource Manager
Full-time, exempt opportunity (in-person)
Salary range: $78,729 to $118,093
The Opportunity:
The Manager of Human Resources will be responsible for leading the Human Resources Area which will include talent acquisition, employee development, performance management, assisting the Township Manager with compliance and creating a culture of inclusivity reflective of the Township. The Manager of Human Resources will be a strategic-minded, dynamic and results-oriented leader who demonstrates an understanding and passion for the mission and values of Lower Paxton Township.
Principal Duties and Responsibilities:
Directs and oversees all components of human resources function to recruit, retain and motivate a quality, effective and efficient workforce, including workforce development (learning and development) talent acquisition, performance management, employee relations, compensation and benefits, employee engagement, and human resources technology. Works with the leadership team, senior managers, and support staff to monitor and manage compliance with Federal and State programs.
Strategy and Planning:
Develop and implement a comprehensive workforce development strategy to meet organizational and community needs. Assess labor market trends and align training programs with emerging industry demands. Collaborate with leadership to foster a culture of engagement, inclusivity, accountability, and safety.
Partnership Development:
Build and maintain strategic partnerships with educational institutions, government agencies, and community organizations. Collaborate with industry stakeholders to identify skills gaps and create targeted training solutions.
Talent Acquisition and Management:
Oversee the recruitment process, ensuring the attraction and selection of diverse and qualified candidates. Implement current practices onboarding and orientation programs to facilitate new employee integration.
Compliance:
Ensure that all Human Resources policies and practices are aligned with recognized best practices within the municipal sector. Implement comprehensive employee engagement and satisfaction surveys to assess organizational climate, identify opportunities for professional development and internal talent growth, and evaluate staffing structures to detect potential redundancies or inefficiencies.
Employee Relations:
Serve as a trusted advisor to Leadership and management on HR-related issues, fostering a positive work environment. Investigate, mediate, and resolve employee conflicts and concerns in a fair and timely manner.
Compensation and Benefits:
Oversee compensation structures and benefits administration to attract and retain talent. Conduct market research to ensure competitiveness and equity in compensation practices.
Diversity, Equity and Inclusion:
Promote and implement DEI initiatives to create a more inclusive workplace. Monitor and report on diversity metrics and progress.
