    Main Purpose of Job

    Under the general supervision of the Program Manager for the Maryland Office for Refugees and Asylees (MORA), the incumbent will support coordination of MORA programs, in particular those that support the achievement of self-sufficiency among Maryland's refugee populations. This includes facilitating and ensuring the quality of programs focused on workforce development, employability services, business engagement efforts, and overall assistance to barrier reduction of MORA's refugee populations, as appropriate. The incumbent will represent MORA to other state agencies who support self-sufficiency, including the Maryland Department of Labor (DOL), and the Maryland State Department of Education (MSDE), and will co-coordinate the Skilled Immigrant Taskforce with these and other stakeholders. The position will provide support to MORA's network of grantees in order to address self-sufficiency barriers and challenges in the broader community.\r

    POSITION DUTIES

    Provides support to the network of MORA contractors that provide�self-sufficiency and employment services to eligible populations.\r

    Coordinates opportunities for contractors to develop proposals to�maintain ongoing programs or implement innovative new ideas, all�based on measurable program performance.\r
    Oversees MORA grantee contracts such as Refugee TANF�Coordination, Employment Services, Business Engagement,�Vocational Training, and other services.\r
    Maintains Maryland's Employment Model through an in-depth�understanding of refugee employment combined with national�research and national collaboration.\r
    Understands federal regulations regarding employment and training�activities and applies these to deliver program at the state level that is�compliant with these, while maintaining integrity of the Maryland�Employment Model in a constantly shifting economic environment.\r

    Facilitates monitoring of refugee self-sufficiency programming.\r
    \r
    \r
    Oversees the collection, presentation, and analysis of periodic and�trend statistical data concerning contractor program performance.\r
    In coordination with the MORA Program Manager, plans and�conducts monitoring visits of MORA employment programs.\r
    Regularly monitors vendor performance and communicates�performance concerns to MORA staff.\r
    Develops and disseminate monitoring reports, in coordination with�MORA Program Manager.�\r
    Coordinates and leads desktop monitoring activities to ensure that�MORA grantees adhere to Corrective Action Plans.\r

    Leads the development of partnerships with programmatic�stakeholders.\r
    \r
    \r
    Co-leads Maryland's Skilled Immigrant Taskforce in partnership with��other Maryland state agencies, such as DOL and MSDE.\r
    Facilitates and maintains relationships and partnerships with a variety�of stakeholders, including federal/state/local government agencies,�non-profit organizations, businesses, and others.\r
    Supports procurement of new contracts with partners which facilitate�self-sufficiency of clients, including development of new Scope of�Works, Grants/Subgrants, and Interagency Agreements.\r

    MINIMUM QUALIFICATIONS

    Education:��� A Bachelor's degree from an accredited college or university.\r
    Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations. \r

    1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations�on a year-for-year basis for the required education. \r
    \r
    2. Candidates may substitute graduate level education�at an accredited college or university in a human services related field at the rate of 30 credit�hours per year for up to two years of the required experience. \r

    SELECTIVE QUALIFICATIONS

    \r
    \r
    One year of experience coordinating, administering, or managing refugee employment or�self-sufficiency programs.\r
    One year of�experience involving the�implementation�of�federal regulations and�guidelines regarding employment activities for vulnerable populations.\r

    DESIRED OR PREFERRED QUALIFICATIONS

    The ideal candidate will possess the following:\r
    \r
    \r
    \r
    Bachelor's or graduate degree in social work, or any other human services field�\r
    One year of direct service experience working with refugees, asylees, migrants or other�humanitarian immigrant populations.\r
    Strong relationship building and networking skills as well as demonstrated skills in accessing�community resources.\r
    Knowledge of refugee and immigrant resettlement patterns, processes, and challenges.\r
    Demonstrated ability to work both independently and as a member of a team.\r
    Excellent written and verbal interpersonal and cross-cultural communication skills to interact�effectively with all levels of stakeholders and with diverse groups of people.\r
    Excellent computer skills, including proficiency in Microsoft Word applications.\r
    Specialized knowledge of workforce and economic trends that may affect refugee employment and�self-sufficiency outcomes, whether through graduate or undergraduate studies or professional�experiences.\r

    BENEFITS

    Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.�\r
    Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
