Your Role and Responsibilities
Failure to comply with US export regulations can result in the loss of IBM's export privileges as well as fines and imprisonment.
The ERC job role is critical to ensure that IBM Consulting says compliant with Export Regulations to keep sanctioned entities and controlled technologies from certain countries, groups, or individuals.
ERCs administer and monitor the performance of IBM Consulting US's export compliance responsibilities under the general guidance of the Export Regulations Executive.
Responsibilities:
- Coordinate with the Export Regulations Office (ERO) and The Export Regulations Executive (ERE) on export compliance matters
- Distribute and maintain export compliance information and guidance received from the ERO
- Assist all areas of IBM Consulting with the preparation, implementation, and maintenance of internal controls and procedures which implement the requirements identified in the Corporate Instructions
- Ensure effective controls of the local export license and delivery process which enable IBMC to comply with export requirements
- Coordinate & support IBMC ERO compliance review, corporate internal audits, and internal reviews of the internal control program
- Deliver export compliance education for IBM Consulting US. Ensure continuing training is delivered to all IBMC employees responsible for export compliance activities.
- Report to the ERE and management with compliance related information including recording of changes to export compliance requirements that affect local business operations
- Provide timely notice to the ERO of export compliance related problems
- Ensure records are complete and meet IBM 's Export compliance records retention requirements
- Provide guidance, education, and assistance for the implementation and ongoing monitoring of defenses articles and services activities
- Advise ERE of key export compliance issues requiring higher management assistance
- As part of export compliance, work with M&AA to ensure compliance for all Nonintegrated Entities (NIEs) and acquisitions, working with the ERO and Corporate Development
Objectives:
- Work with the IBM Export Regulations Office and the ERE to implement processes that support compliance to export controls, boycott activity and ITAR
- Implement any Brand or country specific export requirements, ensure that all necessary licensing is implemented.
- 35 years of experience supporting export regulations controls as an ERC or ERA within an IBM export program.
- Ability to communicate at all management levels, across multiple geographies
- Excellent problem solving, evaluation, negotiation, and planning skills
- Ability to manage multiple tasks simultaneously.
- Strong Communication and negotiation skills are required to convey complex regulatory concepts, considerations, and requirements across the IBM Consulting organization in the US.
- Possess an active US Security Clearance (S-TS).
