Duties:


  • Responsible for planning and directing the work of the Central Plant Utilities Branch.
  • Interpret and implement regulations and directives, analyzes program requirements, develops division policies and operating procedures, and plans for accomplishment of major and complex work operations on a longrange basis.
  • Review and evaluate technical specifications and proposals for all phases of operations to ensure appropriate engineering considerations are incorporated.
  • Conduct engineering review of projects and designs for accomplishment by both inhouse staff and service contract.
  • Supervise the assigned staff of wage employees who are engaged in the maintenance, repair, modification of central plant facilities and equipment, heating, cooling, water/wastewater.

  • This position has been designated "Mission Essential".
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • May be required to work on weekends and/or holidays.
  • May be required to be oncall to work.
  • Requires protective clothing when visiting sites.
  • Must obtain the Contractor Officer Representative Certification within 6 months of employment.

Specialized Experience:
One year of specialized experience which includes
: 1) experience managing, directing and/or administering construction contracts; 2) experience reviewing contract documents for engineering projects and 3) experience supervising or leading personnel working in construction, alteration, extension, modifications, maintenance and repair of facilities and utility systems or central boiler plant operations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
