The City of Alameda has an exciting opportunity to join its Housing and Human Services team and is looking for a dedicated individual interested in making a significant impact in the local community.

The Department
This position will be located within the Housing & Human Services (HHS) division within the City Manager's Office.

HHS facilitates the preservation, rehabilitation and construction of affordable housing in Alameda, supports residents who are homeless or at risk of homelessness by providing services and shelter, as well as offering flexible funding, and collaborates with community and social service providers whose programs preserve safety net services for low-income residents, including, but not limited to children, youth, seniors and persons with disabilities.

HHS staff also support the Social Service Human Relations Board (SSHRB) and the Alameda Collaborative for Children, Youth and their Families (ACCYF).


The Position
We are looking for a motivated self-starter who can work independently, lead meetings and own tasks through to completion.

The incumbent will be expected to be lead collaboration between different City departments, social service providers, community stakeholders, and government organizations at the County and State level.

This position will be highly public facing and requires strong political acumen, problem-solving skills, and strong writing, speaking and presentation skills.

Direct service program experience is highly desirable.

This position will also be responsible for building out new social service programs, evaluating existing programs, and contributing improvements to current programs.

This is a full time position with a regular 4-day, 36 hour compressed work schedule of Monday-Thursday with occasional work on Fridays required.


Distinguishing Features:


The
Housing and Human Services Program Manager** position is characterized by the development and coordination of activities in functional areas; it is distinguished from that of lower classes by the assignment of and level of supervisory, managerial and administrative responsibilities with the focus of managerial functions on programs/projects and related research, analysis, operations, and consultant, community, and other agency work effort coordination.

The
Management Analyst position is performs responsible administrative and budget research and analyses and provides recommendations. Incumbents are expected to perform analytical work requiring knowledge of administrative principles and analytical practices.

Work in the class is distinguished from that of higher classes by such factors as limited supervisory responsibility and/or the performance of less complex management tasks.

Work in the class is distinguished from that of lower classes in that it involves full responsibility for various staff and project functions.


Examples of Duties:


  • Plans, organizes and coordinates various projects, programs and services that support the City's strategic priority to house all Alamedans and end homelessness, while creating equitable programs, services and policies.
  • Administers programs that help people overcome housing challenges and prevent homelessness by supporting affordable housing production, preservation of existing affordable housing stock, equitable housing practices, housing assistance programs, and comprehensive housing and supportive services.
  • Conducts research and analytical studies on a variety of programs and issues; coordinates and expedites reports and program information from City departments; formulates recommendations and prepares reports and correspondence
  • Prepares and administers grants, contracts and agreements; participates in and coordinates the selection of contractors and consultants; monitors performance standards and regulatory compliance.
  • Collaborates with City staff, service providers, and community stakeholders and presents information to other City departments, divisions and work units, and with other agencies, community groups, institutions, contractors and consultants.
  • Maintains knowledge of housing, economic and community development trends including legislation, court rulings and professional practices and techniques; prepares related policy and procedural recommendations.
