Position Description:

Serco is seeking a motivated Medical Records Manager for Medical Claims Review to join our talented and fast-paced Public Sector Solutions team in supporting CMS' implementation of the Payment Error Rate Measurement (PERM) Program to produce national Medicaid and Children's Health Insurance Program (CHIP) improper payment estimates as required by the Payment Integrity Information Act of 2019 (PIIA).


As part of this effort, Serco would execute the PERM review contract which includes collection of state eligibility policies and medical records; medical reviews, data processing reviews, and eligibility reviews of selected state Medicaid and CHIP fee-for-services (FFS) and managed care claims; and supporting state and national reporting and development of corrective actions based on findings.

The Medical Records Manager position would be responsible for the management, oversight and direction on medical records documentation protocol necessary for timely completion of the PERM program.

In this role, you will:
  • Be in direct communication with the Assistant Program Director for Medical Claims Review in managing medical records collection and review
  • Provide technical assistance to the CMS PERM staff
  • Provide oversight and direction with the documentation protocol necessary for timely completion of the PERM program.
  • Ensure the full and complete scanning and uploading of all medical records received to begin the medical review of claims.
  • Identify improvements to streamline and automate documentation processing to enhance program efficiency and coordination.

  • Demonstrated knowledge of documentation collection, formatting, storage and access protocols including requesting, scanning, uploading, classifying and organizing all medical records received in preparation for medial review of claims.

Qualifications:
The Medical Records Manager will possess a combination of experience meeting the following criteria:

  • A minimum of three (3) years of supervisory/managerial experience related to file and record management;
  • A minimum of five (5) years general related experience, which includes experience with electronic medical records and the electronic transmission of medical records;
  • Certification as a Registered Health Information Administrator or similar designation;
  • Preferably knowledge and working experience with the Medicaid program; and
  • Associate's Degree, Bachelor's Degree, or Master's Degree from an accredited institution and in a field of study that can be reasonably interpreted to perform tasks related to this position.
