Duties:


The Audit Division is responsible for providing independent and objective audits of the Intelligence Community and ODNI to promote economy, efficiency, and effectiveness of programs and operations, and to reduce fraud, waste, abuse, and mismanagement.

Audits are conducted in accordance with Generally Accepted Government Auditing Standards issued by the Comptroller General of the United States.

The IC IG Audit Division has an organizational need for applicants with IT/Cybersecurity expertise.

Conduct comprehensive program, financial, contract, acquisition, and information technology-related engagements, including audits, reviews, and other projects, of activities within the Office of the Director of National Intelligence (ODNI), and the Intelligence Community (IC) at-large to detect and prevent waste, fraud and abuse, and ensure compliance with applicable standards


Duties and responsibilities include:


Researches applicable laws, directives, regulations, manuals, prior studies, and audit reports to gain knowledge and understanding of areas being audited.

Prepares audit steps for assigned segments of audit guide to meet specified audit objectives.

Assists senior auditors in conducting entrance and exit conferences with audit clients to explain audit objectives and conclusions.

Holds discussions with audit clients to explain audit objectives and audit results and to obtain positions on audit conclusions and supporting data.

Documents and analyzes management's position on work completed.

Independently executes segments of an audit guide or other related audit segments as directed by the Auditor-in-Charge or supervisor.

Conducts technical testing as necessary to identify potential threats and vulnerabilities associated with ODNI computer networks.

Independently prepares, organizes, and completes comprehensive workpaper files that include complete summaries of evidentiary data to support audit conclusions relevant to audit objectives.

Prepares outline of potential audit findings to include condition, cause, effect, criteria, and recommendations relevant to audit objectives.

Assists senior auditors in writing segments of draft and final reports and developing findings and recommendations.

Maintains security and accountability of classified information.


Requirements:


Conditions of Employment:


  • Must be a U.S. Citizen residing in the United States
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A twoyear trial period is required for all new permanent appointments to the ODNI.

Qualifications:


Mandatory Requirements
Applicant should have at least 3 years of relevant IT/Cybersecurity experience.

Desired Requirements
Desired qualifications include an undergraduate degree in a relevant field of study or a combination of education and relevant experience, and OIG relevant professional certifications


Examples are as follows:

  • Bachelor's degree or combination of education and equivalent relative experience in Computer Information Systems, Computer Science, Cybersecurity, IT, Data Science, Operations Research, Accounting, Auditing, Business, Finance, Analysis, or similar.
  • Certifications related to: Certified Information Systems Auditor (CISA), Certified Ethical Hacker (CEH), Certified Information Systems Manager (CISM), Certified Information Systems Security Professional (CISSP), Certified Risk and Information Systems Control (CRISC), Security+ or Network+, Certified Public Accounting (CPA), Certified Government Financial Manager (CDFM), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), COTR Levels I, II, III, or similar.
  • Analytical and critical thinking skills, including the ability to identify needs, requirements, and develop extensive recommendations based on qualitative and quantitative data, and arrive at a clear, logical and concise conclusion.
  • Interpersonal skills including the ability to interview, negotiate, and brief senior officials; ability to collaborate with an audit team in the development of audit plans, conduct audit projects, and write reports to substantiate findings.
  • Proficient oral and written communication skills to present clear and concise information, answer detailed questions, write memoranda and reports that effectively explain the status of IG positions or articulate rationale for findings.

Salary Determination:


The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
