Position Summary:


This position works under the supervision of the Tribal Administrator and directs the operations of the water and wastewater treatment system.

The Public Works Director will oversee the operational functions of the water and wastewater treatment plants, including planning, development of policies & procedures, budgeting, revenue generation, grant sourcing, customer service, quality assurance testing, compliance monitoring and reporting to primary agency at EPA Region IX Projects Officer.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Supervise, schedule, assign, coordinate and monitor the work of professional and technical staff.
  • Select, train, motivate and evaluate department personnel, provide, or coordinate staff training; work with employees to correct deficiencies; and implement discipline and termination procedures.
  • Plans, schedules of operation of the water and wastewater mains, equipment, structures, and buildings; ensures compliance with Tribal and Federal laws, policies & regulations, and ensures adherence to quality assurance programs and safety standards.
  • Develops operation and maintenance manuals to guide staff; ensures staff coverage of facilities on weekdays, holidays, and weekends for safe and efficient operation of facilities; ensures that work is performed according to policy and procedure.
  • Participates in the development, implementation, and administration of annual capital, operational, and maintenance plans and budgets with the Tribe's Fiscal Department and Tribal Administrator.
  • Ensures accurate spare parts inventory, maintenance records, and monthly reports; oversees completion of annual consumer confidence report.
  • Prepares purchase orders and approves invoices for payment according to Tribal procedures and within an approved budget.
  • Supports and implements a computerized maintenance management system within existing operations, according to established operating policies and procedures.
  • Promotes, implements, and enforces safety programs, including the continuous improvement of operating policies and procedures.
  • Cooperates with the Tribe's Environmental Protection Office in establishing a water conservation plan for the Rancheria, a source water protection plan and coordination of operations as it relates to the Clean Water Act and other federal environmental regulations.
  • Must have strong customer service skills and the ability to defuse tense situations while maintaining a professional demeanor.

QUALIFICATION REQUIREMENTS:

  • Bachelor of Science degree from an accredited college or university
  • Requires ability to plan, assign and direct workflow and ability to establish and maintain effective working relationships with employees, other agencies, and the public.
  • Computer literate with broadbased knowledge of computer programs and software.
  • Experience utilizing equipment such as electrical testing equipment, grinders, torches, hammers, pneumatic chipping tools, motor vehicles, face shields, gloves, goggles, laboratory meters and equipment, shovels, rakes, wrenches, chain saw, calculator and electric meters.
  • Valid California Driver's License.
  • Ability to work independently or as part of a team.

EDUCATION AND/OR EXPERIENCE:

  • Requires a bachelor's degree in planning, Public Administration, Project Management and/or closely related field. Years of experience may substitute for a college degree.
  • Must be computer literate, proficient in Microsoft Excel with general working knowledge of Word.
  • Experience working with Tribes and Tribal programs preferred.

LANGUAGE SKILLS:

  • Requires an individual with exemplary verbal and written communication skills and supervisory skills.

  • Must be eligible for coverage under the Tribe's vehicle insurance policy.
  • This classification requires possession of Grade I, II and III Water Operator Certificates issued by the California State Water Resources Control Board.
  • Must possess a valid California driver's license. Must be willing to travel locally, regionally, statewide, and/or out-of-state, as necessary, during or after regular working hours.
