- Determine program operational initiatives and strategies through needs assessments, capacity planning, and cost/benefit analysis based on direction from the customer.
- Prepare project plans, and management controls to meet the cost, performance, and schedule requirements of this contract.
- Serve as the primary point of contact for our customer's staff, maintaining a robust schedule of in-person meetings with DHS/CBP/OHS.
- Oversee staffing, management, and data reporting.
- Oversee compliance with the contract and customer requirements; ensure the timely performance of tasks and deliverables.
- Continually assess all services and program operations, identify areas of concern, and use data to create effective solutions.
- Meet all required federal and state licensing requirements for providing behavioral health services to children in the care and custody of Customs and Border Protection.
- Maintain oversight of all contract records, including files, forms, data, and information in the children's records, and ensure compliance with all legal, regulatory and policy requirements.
- Address performance challenges and ensure assigned personnel meet all deadlines and safety requirements for all cases assigned.
- Ensure communication up and down the chain is accurate and timely, including all safety concerns and required reporting.
- Participate in scheduled meetings, in-service training, and team decisions.
- Create a collaborative, positive, and productive environment for behavioral health professionals and oversee the continuous professional development of all direct and indirect reports.
- Maintain professional and ethical standards of conduct per company and professional licensure holding self and others accountable to policies and standards..
- Master's degree in health management or equivalent degree program (MPH, MPP, MBA)
- PMP certification (preferred)
- At least 5 years of experience managing complex and diverse teams
- Supervisory and financial management experience overseeing large scale operations involving mental health or child welfare specialists
- Experience working with immigrant youth and families
- Strong assessment and analysis skills
- Strong communication skills, both written and verbal
- Excellent organizational abilities
- Excellent judgement and leadership capabilities
- Prior DHS/CBP experience strongly preferred
- Clinical licensure strongly preferred
- Bilingual and bicultural: English and Spanish, preferred
- In-depth understanding of QC Plan development and monitoring, including the work output level, quality of the work product, quality of service and ensuring technical contract compliance
- Understanding of mental health practices and principles to make programmatic and administrative recommendations in accordance with the agency/program goals and objectives
- Experience supervising remote staff to ensure all performance measures are met as defined in the program plan
- Expertise in using key performance indicators to proactively monitor and improve program and staff performance
- Prior experience developing standard operating procedures, protocols, and guidelines
- Experience collaborating with Human Resources to resolve staff problems and concerns

The Role - Who You'll Work With
The Behavioral Health Program Manager will be the direct supervisor of the Clinical Supervisors and will report directly to the Operations Manager. This position will also work closely with the Department of Homeland Security and other external stakeholders as needed. In-person collaboration with our Customs and Border Protection and Department of Homeland Security (OHS) clients will be required. There are a minimum of 10 geographically disbursed locations currently identified. The range of responsibilities is varied but the position's primary focus is to direct day-to-day operations while meeting contract requirements and company goals of serving the immediate behavioral health needs of vulnerable children through safe and appropriate strategies.

The Behavioral Health Program Manager will have leadership and managerial responsibility for all contract, program and personnel functions of the Office of Health Security's Child Well-Being contract., ensuring that all structured programmatic support, clinical services, and technical guidance are provided expeditiously, in culturally and linguistically appropriate ways, adhering to all protocols, and with the ultimate focus on child welfare and safety.
