    Job Summary

    Under the direct supervision of the Assistant Superintendent, Administrative Services, the Purchasing Specialist, performs a variety of purchasing, clerical and technical work including the preparation of complete bid packages and carrying out all procedures related to the complete buying cycle. The Purchasing Specialist is expected to be familiar with purchasing policies and regulations, clerical record management functions, which include manual and computer-assisted record management, the processing and maintenance of current records for bid, purchasing and contract documents; performs related duties as assigned.     Requirements / Qualifications

    Performs difficult clerical purchasing operations of the District following established laws, policies and procedures. Discusses purchases with principals, department heads and administrators. Examines requisitions for supplies, equipment and service. Obtains prices from catalogs, by telephone and by personal contact with vendors. Purchases items based on knowledge of standard current prices, discounts and merchandise qualities. Conducts inquiries to establish the best sources of supplies. Assists in preparation of bid specifications, bids and quotations for a wide variety of supplies and equipment. Prepares bid documents, analyzes bids, receives and makes recommendations to supervisor on awarding contract. Catalogs and records showing current warehouse stock inventory, information on sources of supply, and purchases in process and completed. Prepares or coordinates the preparation of information and data requested for administrative review. Prepares periodic and special reports and correspondence relative to purchasing activities independently or from general instruction. Establishes, balances, verifies, adjusts, and maintains accounting and fiscally related records and reports.

    EXPERIENCE AND EDUCATION

    Any combination of experience and training that would likely provide the required knowledge and skill is qualifying. A typical way to obtain the required knowledge and skills would be:

    Experience: Four years of increasingly responsible clerical and financial record keeping experience including at least two years of purchasing experience.
    Education: Equivalent to the completion of the twelfth grade supplemented by course work in public agency procurement procedures.
