    The following may result in disqualification:

    •Use of cocaine, methamphetamine, hallucinogens (GHB, MDMA/ecstasy, ketamine, etc.) previous to five years of application.

    •Prior nitrous oxide use.

    •Illegal use of anabolic steroids previous to three years of application.

    •Illegal use of a hypodermic needle/ syringe.

    •A bankruptcy within the past three years of date of application.

    •More than one moving violation in the past 12 months, and/or three or more moving citations within the past three years, and/or five or more moving citations within the past five years of date of application.

    DEFINITION:

    Under direction, supervises the day-to-day operations of the police dispatch functions for the City of Indio; provides training for assigned personnel; analyzes, purchases, and coordinates the maintenance of communication equipment; performs other related duties as required.

    DISTINGUISHING CHARACTERISTICS:

    The IPD Police Dispatch Supervisor is the first supervisory level, non-exempt class responsible for administering the police dispatch functions for the City of Indio. The incumbent exercises independent judgment and discretion in the administration and direction of assigned responsibilities. This classification is distinguished from the next higher classification of Police Lieutenant in that the latter is a sworn manager that has ongoing overall administrative responsibility for one or more of the department units.
    Duties

    ESSENTIAL FUNCTIONS: (include but are not limited to the following)

    •Provides day-to-day supervision of the police dispatch and related functions; coordinates activities with the Watch Commander; provides training for assigned personnel; analyzes, purchases, and coordinates the maintenance of communication equipment.

    •Participates in the selection, motivation, and evaluation of assigned staff; monitors work activities to ensure safe work practices, work quality, accuracy, and confidentiality; participates in the developments and implements dispatch related goals, objectives, polices, and procedures; reviews, implements, and interprets policies and procedures, and submits recommendations for improved methods of operation.

    •Develops and establishes work methods and standards; conducts or directs staff training and development; monitors employee performance objectives; reviews and evaluates employee performance; recommends disciplinary action.

    •Assists in the preparation and administration of the budget related to communications and dispatch functions; analyzes and recommends dispatch and communications equipment.

    •Serves as staff liaison, coordinator, and director for assigned projects; prepares and presents a variety of oral and written reports; represents assigned functions with City staff and other governmental agencies as assigned.

    •Maintains a variety of records and files; acts as liaison for equipment repair and maintenance; promotes and enforces the safe use of assigned Police Department facilities.

    •Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

    •Participates in several committees, both internal to the department and outside of the department to stay abreast of issues affecting the 9-1-1 industry and maintain interoperability. Travel may be required.

    •Works overtime as part of the regular duties of the position and at times, to provide coverage in the dispatch center.

    OTHER DUTIES: (include but are not limited to the following)

    •May represent the City and/or Department in judicial proceedings.

    •Orders supplies and equipment as directed.

    •Performs other related duties as required.

    SUPERVISION RECEIVED/EXERCISED:

    Receives direction from a Police Lieutenant. Exercises direct supervision over assigned office staff and volunteers.
    Qualifications

    Education:

    The required qualification is to possess a high school diploma or equivalent. A Bachelor's Degree is preferred.

    Experience:

    The required qualification is to possess five years of increasingly responsible law enforcement communications and dispatch experience.

    License/Certificate:

    Possession of a valid Class C California driver's license. Possession of the P.O.S.T police dispatcher certificate. Possession of a POST police dispatcher public safety advanced certificate highly desirable.
    Additional Information

    Knowledge of:

    Thorough knowledge of local, state, and federal regulations pertaining to communications and jail functions, particularly those of the Federal Communications Commission (FCC); operation and maintenance of radio and communications equipment utilized for emergency response purposes and jail equipment; methods and techniques of supervision and training; methods and techniques of scheduling work assignments; applicable federal, state, and local laws, codes, and regulations; laws and regulations governing the release of information from law enforcement agency records; pertinent laws, regulations, policies, and procedures associated with municipal public safety operations; basic accounting, budget, and record keeping practices; research methods and procedures; modern office supervisory practices and procedures, including automated equipment and software related to dispatch and office support functions; methods of providing services and information; ability to learn alphanumeric and other coding protocol; basic principles of mathematics; standard office procedures, practices, and equipment; methods and techniques for record keeping and report preparation and writing; proper English, spelling, and grammar; occupational hazards and standard safety practices. Should be aware of CLETS, NLETS, and CJIS requirements for security compliance, data entry, and records management. Prior experience with DOJ audits is helpful.

    Skill to:

    Effectively operate specialized law enforcement automated information, communication, and dispatch systems.

    Ability to:

    Ability to provide for the effective operation of the police dispatch and related activities; take complaints, handle crisis and potentially sensitive situations and gather essential information in an expeditious and accurate manner while exercising restraint and judgment; plan, organize, schedule, direct, and evaluate the work of subordinate staff; train, supervise, and motivate staff; communicate effectively both orally and in writing; prepare a variety of activity and statistical reports and presentations; research, collect, and analyze information related to assigned responsibilities; interpret, explain, apply, and enforce a variety of laws, rules, and regulations; learn to operate specialized law enforcement automated information, communication and jail systems; perform mathematical calculations quickly and accurately; read, interpret, and record data accurately; organize, prioritize, and follow-up on work assignments; monitor a budget; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

    MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.

    RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.

    DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.

    VACATION LEAVE: Based on length of employment with the City. 0<4 years = 3.08 hours, 4<7 years = 4.62 hours, 7<10 years = 5.54 hours, 10 years = 6.15 hours, 11 years = 6.46 hours, 12 years = 6.77 hours, 13 years = 7.08 hours, 14 years = 7.39 hours and 15 more years = 7.69 hours.

    Maximum vacation accumulation shall be three (3) times that employee's annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.

    HOLIDAY PAY: 164 hours of holiday pay, in lieu of receiving holidays off with pay.

    POST CERTIFICATE PAY: Advanced Peace Officers and Training Certificate (5%). Advanced AND Supervisory Peace Officers Standard and Training Certificates (10%).

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.

    LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.

    MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.

    EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.
