DEFINITION


To plan, coordinate, supervise and review the work of a number of crews of lead, skilled and semi-skilled workers engaged in a wide variety of maintenance, repair, and cleaning of streets; and to assist the Street Maintenance Superintendent in overall administration of the Division.


SUPERVISION RECEIVED AND EXERCISED

  • Receives direction from the Street Maintenance Superintendent.
  • Exercises direct and indirect supervision over street and drainage maintenance staff.

ESSENTIAL JOB FUNCTIONS

Duties may include, but are not limited to, the following:

  • Assist in the development and implementation of goals, objectives, policies and priorities.
  • Plan, coordinate, supervise, and review the work of crews engaged in street resurfacing, repairing and patching; sidewalk, curb and gutter removal and replacement; maintenance of storm drainage facilities; utility cut repair; concrete; street cleaning.
  • Assist in development of equipment and material specifications.
  • Receive, investigate and resolve complaints.
  • Respond to a variety of public inquiries regarding City maintenance procedures.
  • Check all street service functions for needed maintenance and repair projects.
  • Requisition materials and supplies.
  • Assist in the preparation and administration of the Division budget.
  • Inspect work in progress and upon completion, providing advise and assistance on difficult work problems.
  • Maintain records of materials, time, and equipment.
  • Ensure the efficient and safe performance of street and drainage system repair and maintenance.
  • Perform special surveys and projects as assigned. Prepare and submit a variety of reports, memos, and correspondence.
  • Coordinate street maintenance and related activities with other City departments, divisions, and sections and with outside agencies.
  • Select, supervise, train, and evaluate subordinates.
  • Perform related duties as assigned.

PHYSICAL REQUIREMENTS


For indefinite periods of time - mobility within an office and field environment; some risk involved in dangerous environments (exposure to fumes, odors, and chemical and mechanical hazards); exposure to extreme cold, heat and noise; sitting; standing; walking; reading; decision making; reaching above shoulder level; occasional lifting and carrying up to 50 pounds; using both hands for simple and firm grasping; clarity of hearing; communicating clearly and effectively, in person, by telephone, and by two-way radio; fine finger manipulation; operating a motor vehicle through city traffic.


QUALIFICATIONS

Knowledge of:


  • Materials, methods, practices and equipment used in all street, drainage.
  • Types and level of maintenance and repair activity performed in street maintenance programs.
  • Occupational hazards and standard safety precautions necessary in the work.
  • Geography of the City, including street layout and location.
  • Principles and practices of supervision, training and performance evaluation.

Ability to:


  • Set priorities and schedule work according to specific needs. Keep records and make reports.
  • Effectively deal with subordinate personnel and the general public.
  • Assist in the preparation and administration of an operational budget.
  • Interpret and work from sketches, diagrams, and blueprints and prepare plans for minor projects.
  • Recommend purchases of supplies, equipment, and tools.
  • Communicate clearly, understand and carry out oral and written instructions.
  • Select, supervise, train, and evaluate subordinates.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Operate a personal computer, calculator, telephone, and twoway radio.

TRAINING AND EXPERIENCE


Four years of significant experience in street maintenance, and repair work, preferably including some supervisory responsibilities and a High School Diploma or GED.


LICENSES AND CERTIFICATES
Possession of, or ability to obtain within three months, a valid Texas Class A CDL.
