- Review, process, and approve right-of-way permits.
- Research existing public infrastructure record drawings.
- Assist in coordinating proposed work with right-of-way permit applicants prior to permit submittal when necessary.
- Inspect and observe construction activities for compliance with all requirements of approved permit including all necessary safety practices.
- Respond to citizens' concerns related to permitted activity.
- Coordinate work with other City departments to resolve infrastructure conflicts.
- Ensure adequate restoration of all disturbed work areas.
- Prevent or stop unpermitted construction activity within right-of-way.
- Other miscellaneous inspection needs of the Engineering Services Department.
- Responsible for efficient and safe operation, care, and appearance of assigned equipment.
- Ability to accurately read and interpret civil construction plans, franchise utility plans, and franchise utility schematics.
- General knowledge of civil construction and franchise utility practices.
- Working knowledge of public safety, including work zone traffic control.
- Construction site safety requirements.
- Ability to use computers, tablets, and software.
- Hear and visually inspect work safely in traffic and dangerous construction situations.
- Communicate effectively with contractors, engineers, and the public.
- Extensive knowledge of public safety and construction site safety requirements and ability to respond in emergency situations.
- Familiarity with subsurface utility inspection techniques (e.g. video inspections, tracing, Texas 811 services, directional drilling).
- Directional/horizontal drilling practices and techniques.
- Working knowledge of irrigation systems (e.g. repair of damaged systems, any applicable irrigation codes, determining state(s) of disrepair)
- Working knowledge of storm water pollution prevention practices.
- Working knowledge of geographic information systems.
- High school diploma or equivalent.
- State of Texas drivers license, Class C.
- Public works, franchise utility, or general construction experience.
- Two years or more of public works construction inspection experience or combined experience and training providing the required knowledge, skills, and ability.
- Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
- Maintaining body equilibrium to prevent falling and walking, standing or crouching on narrow, slippery, or erratically moving surfaces.
- Bending body downward and forward by bending spine at the waist.
- Bending legs at knee to come to a rest on knee or knees.
- Bending the body downward and forward by bending leg and spine.
- Moving about on hands and knees or hands and feet.
- Extending hand(s) and arm(s) in any direction.
- Particularly for sustained periods of time.
- Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
- Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
- Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
- Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
- Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Applying pressure to an object with the fingers and palm.
- Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
