***: The Paralegal or Legal Assistant provides administrative and paralegal support for the South Bend Common Council, its individual members, and the Common Council Attorney while exercising a high degree of discretion and confidentiality.


SUPERVISION EXERCISED:
None.


ESSENTIAL FUNCTIONS:


  • Provides support for South Bend Common Council and the South Bend Common Council Attorney.
  • Performs legal research primarily regarding recently passed or proposed state legislation.
  • Prepares draft Special Resolutions and Special Proclamations for the Council and Council Attorney.
  • Performs legal research as requested by Council members or Council Attorney regarding proposed Ordinances and Resolutions.
  • Prepares drafts of legal documents.
  • Coordinates or participates in special projects as assigned.
  • Must maintain a high degree of confidentiality.

NON-ESSENTIAL/MARGINAL FUNCTIONS:
Assumes additional duties and responsibilities as assigned.


EDUCATION / QUALIFICATIONS:
Bachelor's Degree and/or at least three (3) years of paralegal or legal administrative experience.


KNOWLEDGE, SKILLS, AND ABILITIES:


  • Strong computer technology skills, including proficiency with Microsoft Word, Excel, PowerPoint and other business software, is required.
  • Strong writing and proofreading skills.
  • Ability to work in a fastpaced environment with competing priorities.
  • Desire to produce quality work in a team environment.
  • Knowledge of legal profession, legal document preparation, government agencies, and court systems
  • Knowledge of methods of online legal research.
  • Ability to establish and maintain effective working relationships with Common Council members, Council Attorney, South Bend City Clerk and Clerk's staff.

EQUIPMENT:
Desktop computer and all office equipment.

WORK ENVIRONMENT:
Work is performed in office settings, with moderate inside temperatures. The noise level in the work environment is usually quiet to moderate in the office. Entire office is smoke free. Some field work will be necessary.
