    Summary


    Under direction of the Deputy Emergency Management Coordinator, the Emergency Management Analyst develops and coordinates the City's Emergency Management Program.

    Coordinates assigned activities with other departments, divisions, outside agencies, and the general public. Secures technical and financial assistance through grants and Public/Private partnerships.


    The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position.

    Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

    Essential Job Functions & Other Important Duties

    Plans, organizes and directs municipal emergency management programs, and assists in the presentation of emergency awareness programs, including CERT.

    Keeps the Fire Chief/Deputy Emergency Management Coordinator apprised of the preparedness status and emergency management needs during potential emergency events.

    Coordinates local planning and preparedness activities and the maintenance of the city's emergency management plan with local businesses and agencies.

    Coordinates appropriate training for local emergency management personnel and responders. Coordinates with organized volunteer groups and businesses regarding emergency operations. Continually evaluates the outdoor warning sirens including their maintenance, paging systems, and installation in new areas of the community. Coordinates participation in disaster exercises. Performs various special research projects and may be responsible for administering special programs.

    Secures technical and financial assistance through grants and Public/Private partnerships Revises and updates the City of Frisco Emergency Management Plan.

    Manages weather warning services and coordinates results with affected communities and groups.

    May act as liaison with local and/or state agencies; may represent or act as liaison with organization and community groups.

    Prepares. and presents. public awareness programs to civic groups, medical facilities, schools, and other organizations. Prepares. news articles for public release.

    Provides assistance to organizations by conducting facility surveys to evaluate their emergency plans and make appropriate recommendations as needed Creates and maintain computerized database of hazardous chemicals within the City of Frisco.

    Works with hazardous materials team members on preparedness, response, and recovery activities Drafts reports and studies required by agencies at local, state, and federal levels.


    Other Important Duties:


    Must be able to respond to emergency situations during and after regular business hours, and on weekends and holidays Performs other related duties as assigned.

    Regular and consistent attendance for the assigned work hours is essential. This position is required to reside within thirty (30) minutes of Frisco Central Fire Station.

    Job Requirements


    Required Knowledge and Skills:
    Knowledge of City policies and procedures. Knowledge of governmental structures and resources Knowledge of emergency management programs and policies at local, state, and federal levels. Knowledge of safe work practices and procedures.

    Ability to evaluate situations and make sound decisions Ability to write various reports, grant applications and documents; includes strong technical writing skills Ability to effectively prepare and deliver presentations.

    Ability to gather, organize, analyze and utilize a variety of data and information in an unbiased manner. Ability to interpret and explain City emergency operations, policies, and procedures. Ability to communicate effectively, both verbally and in writing. Ability to work under stress and exercise good judgement. Proficiency with all Microsoft Office applications


    Education, Experience, and Certifications:


    Bachelor's Degree in Emergency Management, Business, Government, or related field plus two (2) years of experience in emergency management or public safety field.

    Must possess certification of successful completion of National Incident Management System (NIMS) training - IS100, IS100, IS200, IS700, IS800; must complete NIMS 300 and 400 and EMI Professional Development Series within one year from date of hire.

    Amateur Radio License required - Minimum of Technician Level or obtain license within one year of hire date.

    Preference given to individuals with grant writing experience and individuals with Must pass a pre-employment drug screen, criminal background, physical agility check and MVR check.

    Equipment and Tools Utilized:


    Equipment utilized includes personal computer, copier, calculator, fax machine, mobile data computers, Fire Department rescue first aid supplies, radio communications equipment, , and department vehicles.


    City of Frisco benefits are available to all employees working full-time and scheduled to work at least 30 hours per week.
