Duties:


As a
HUMAN RESOURCES SPECIALIST, GS /09, you will provide technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits' programs, which may include workers' compensation, health and life benefits, Thrift Savings Program (TSP), awards, performance management, retirement, etc.

Develop and carry out specific projects to accomplish the technical support mission of the Human Resources Office. Advise supervisors and employees on regulatory requirements of the programs and develop instructions.

Review and interpret policies, directives, and other issuances by the Office of Personnel Management (OPM), National Guard (NGB), Department of Labor (DOL), and outside control agencies for applicability to activities serviced.

Take appropriate action to comply with such directives and guidance or refer the matters to the proper functional staff for action.

Coordinate publication of local policies and regulations.

This position is in the Excepted Service "under the authority of Title 5, P.L , Sections 932 and 1084 (FY17 NDAA)", and is open to US Citizens interested in helping the Department of the Army meet our mission requirements as a Human Resources Specialist.

PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

TEMPORARY PROMOTION
  • For Title 5 selectees only:This is an obligated position. If a permanent employee is in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once the Technician returns to his/her original position. If the Technician, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT
  • For Current Title 32 selectees only:This is an obligated position. If an onboard individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-InForce occurs and/or the Technician exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

SPECIALIZED EXPERIENCE: GS-07
Must have at least one year
of specialized experiences at the GS-05 **level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience of basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency; experienced in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments; experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data; experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions.
