The Consulting Grants Manager provides client support with monitoring state and federal grants including project eligibility, reporting, grant writing and recipient and subrecipient monitoring.


QUALIFICATIONS:


  • Bachelor's Degree is preferred.
  • Degree in Accounting, Finance, Public Administration or related field is desired.
  • 5+ years of federal grant management and experience required with preferred experience in one or more of the following: American Rescue Plan Act (ARPA), Infrastructure Investment and Jobs Act (IIJA), FEMA, or HUD CDBG.
  • Prior experience with the full grant lifecycle from preaward, postaward through closeout on federally funded programs
  • Prior experience in grant writing, preferably with federal, state and local governments, tribal and/or territorial agencies.
  • Supervisory experience and a proficiency in project management principles is required.
  • Certified Grants Management Specialist (CGMS), Project Management Institute's (PMI) Project Management Professional (PMP) certification, Certified Professional Accountant (CPA), Certified Internal Auditor (CIA), or other grants management or professional certifications preferred.
  • Strong interpersonal, organizational, research, presentation, time management, critical thinking, problemsolving, and oral and written communication skills
  • Able to work both in a team situation and autonomously.
  • Able to work in a dynamic, fastpaced, innovative, and continuously changing environment.
  • Able to provide technical assistance related to the federal procurement process.
  • Ability to perform effectively, efficiently and with quality under tight deadlines and manage multiple priorities.
  • High degree of professionalism including the ability to maintain high levels of confidentiality.
  • Technically proficient with the capability of performing at an intermediate or advanced level with software tools including, but not limited to, the Microsoft Office Suite of products (Excel, Word, PowerPoint).
  • Must be able to work extended hours during the work week or on weekends as needed.
  • Must be able to travel and work from different company and client locations.

RESPONSIBILITIES:


  • Evaluates client needs, recommends project approaches, and understands engagement scope, manages activities for completing work, and assists with oversight of overall quality control of client deliverables.
  • Delivers client services including, but not limited to:
  • Monitoring grants, including uniform guidance recipient monitoring, and sub-recipient monitoring.
  • Analyzing applicants or recipient's budgets to ensure costs are reasonable, necessary, allocable, and otherwise allowable, and within expenditure limits.
  • Consulting with award recipients and program officials on financial, program, administrative, or policy matters.
  • Evaluating award recipient amendment requests (e.g., budget modifications, budget period extensions, changes in scope, changes in contact) to ensure proposed changes comply with the award terms and conditions.
  • Monitoring all phases of grants and agreements for the award life cycle.
  • Monitoring award recipients for compliance with award terms and conditions.
  • Responding to award applicant inquiries on administrative, financial, or programmatic issues related to preaward and postaward activities (e.g., risk analysis, grant monitoring).
  • Reviewing applicable award documents to ensure compliance with administrative, financial, programmatic, policy, and legal regulations and requirements.
  • Ensures compliance with applicable policies and procedures, laws and regulations, and keeps current on compliancerelated areas.
  • Participates on proposal writing teams including writing and coordinating submissions
  • Assists with preparation of written reports, deliverables, and other materials for clients
