Job Summary:


Duties and Responsibilities:


  • Direct, administer and support HR Business Center daily operations including, but not limited to employee transactions (staff and faculty) from hire to termination for all divisions (Asia, Europe, Stateside) as needed. Work with other members of UMGC HR department to obtain appropriate approval and determine the appropriate next steps as required. Coordinates with the HR offices in Asia and Europe and provides administrative guidance for HRrelated transactions within established policies procedures. Identify and eliminate process inconsistencies. Works closely with other HR departments to find immediate and longterm solutions to issues that arise and looks for and recommends areas for process improvements.
  • Maintain inbound and outbound integration performance; collaborate with IT Analytics and Payroll to reconcile all discrepancies as needed. Perform and maintain weekly inbound and outbound Payroll/HR/Benefits integration (Personnel Interface file) and its transmittal to the Central Payroll Bureau for the State of Maryland. Ensure successful completion through careful reconciliation. In cooperation with the Payroll department resolve discrepancies and troubleshoot systemrelated issues. Ensure Faculty Pay and Longevity are processed in accordance with established requirements.
  • As the senior SME for Workday HR Business Center Processes, this position supports other functional processes for Payroll, Benefits, Recruitment and Compensation by:
  • Assisting in implementation of enhancements and additional data requests from the Central Payroll Bureau for Personnel Interface file integration in Workday.
  • Facilitating and performing testing and troubleshooting; develop test scripts and project plans in Workday test environments, compiling results to conduct further analysis and report to leadership teams within HR and Payroll.
  • Collaborate with all HR business units and Payroll to ensure seamless endtoend process implementation across all divisions of UMUC.
  • Conducting research on business needs for HR and other business units of the organization, identify training goals, develop and conduct training for other departments upon new process implementation and/or enhancement throughout all divisions of UMGC.
  • Performing a lead role in departmental and organizationwide projects on process improvements and system enhancements for Payroll and HR.
  • Collaborating with HRIS on massemployee uploads, data extraction and validation in Workday.
  • Acting as a liaison between other HR and Payroll functional end users and technical resources to resolve daily production issues.
  • Respond to HR inquiries and provide the highest level of customer service ensuring inquiries are responded and/or routed to the appropriate office within established timeframes. Conducts research to resolve complex issues and ensures information disseminated to employees is accurate and reflects current policies and procedures.
  • Establish, monitor and report on appropriate service metrics. Direct, coach and lead a team of HRBC associates who provide first level support toward the accomplishment of the HRBC goals. Develop employee performance plans based upon achievement of identified goals, objectives, performance measures, and levels of customer service. Evaluates unique operating situations, develops resolutions / action plans that are in accordance with adopted human resource policies and effectively communicates rationale for the decision. Create standard operating procedures for all transactions and implements HR policies and guidelines while maintaining the highest level of customer service. Actively monitors HRBC activities to with an emphasis on timeliness, quality, mínimal errors, continuous process improvement and performance management to ultimately enhance the overall customer experience. Ensure accurate and timely filing of all documents and forms as necessary in the employee's HR file. Review, revise, train staff on, and maintain procedures/strategies for consistency and increased productivity. Support UMGC in ensuring a positive work environment that reflects and supports UMGC core values. Lead change management efforts within the HRBC in order to continuously improve processes/procedures and customer satisfaction.

Required Education and Experience:


  • Bachelor's Degree in Human Resources or related field

Preferred Education and Experience:


  • Master's
  • Minimum of two (2) years supervisory and three (3) years of experience with HR transactions, systems and technology, preferably Workday and Peoplesoft HCM. S/PHR or SHRM-CP or SCP Certification.
