Description

Duties:


  • You will serve as the PMW 120 Special Projects Principal Assistant Program Manager (PAPM) in support of the PMW 120 Battlespace Awareness and Information Operations program office within PEO C4I.
  • You will be responsible for the coordination and oversight of the development and transition of emerging technologies and capabilities to existing program of record and/or establishing new acquisition projects and programs.
  • You will demonstrate experience and technical understanding of Science and Technology, requirements management, capability integration, modern acquisition practices, contracting and program management of Information Warfare capabilities.
  • You will Prepare program budget estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate postaward activities.
  • You will manage all phases of program acquisition life cycle.
  • You will assess near and far term requirements and technology advances in relation to PMW goals and objectives.
  • You will lead, integrate and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems encountered.
  • You will plan, evaluate and continually monitor program execution to understand, analyze, develop and communicate acceptable solutions to overcome challenges and mitigate cost, schedule and performance risks.
  • You will work across both product based and platform based programs to ensure optimal use of resources, sharing of best practices and synchronization of effort.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travelrelated purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE450, within 30 days of appointment.

Qualifications:


  • Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

Experience with the coordination and oversight of the development and transition of emerging technologies and capabilities to existing program of record and/or establishing new acquisition projects and programs.

Requires experience and technical understanding of Science and Technology, requirements management, capability integration, modern acquisition practices, contracting and program management of Information Warfare capabilities.- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.


Education:

This job does not have an education qualification requirement.


Additional information:


If selected, your salary will be set according to the established control points of this position which is $139,176 - $180,931 (Base $104,604-$135,987 plus 33.05% locality adjustment).

The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Tier 2), the total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $180,931)

This position requires a Top Secret/SCI clearance.


This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.
