Description

The Assistant Director, Match Grant (ADMG) oversees and coordinates USCCB's Match Grant (MG) program through a network of affiliate offices.

This position is responsible for assessing national program compliance trends and opportunities for enhancing program capacity and the overall quality of the MG program.

The ADMG supervises a team of six staff who support the MG network through the provision of training, technical assistance, regular onsite and desk monitoring, development of case file tools and other resources, conducting webinars, data collection and reporting, and disseminating external resources.

The ADMG ensures compliance and accountability with funders by composing and ensuring the timely submission of semi-annual and annual funder reports.

The ADMG is a principal contributor to annual grant proposals.


The ADMG contributes to the Bishops' strategic plan for the Conference and demonstrates willingness and ability to understand, respect and contribute to the USCCB mission and to fulfill job duties in accordance with its Catholic identity.


Continuing Responsibilities:

Responsible for national coordination and oversight of the MG program in USCCB's network

Responsible for knowledge of all program procedures, federal program guidelines, and USCCB/MRS policies.

Interprets policies and provides written guidance, resources, training, and technical assistance as needed to facilitate understanding and optimal service capacity.

Annual Proposal

  • Develops the annual MG proposal in coordination with the Associate Director of Integration, Associate Director of Grants and Programs Administration, and the Director of Resettlement Services.
Staffing, Regular Meetings and Coordination

  • Directly supervises four MG Field Support Coordinators, one MG Field Support Specialist, and one MG Eligibility & Data Specialist, to include task supervision, performance evaluation, and time reporting. May supervise temporary staff as needed.
  • Attends the following, regularly scheduled ORS meetings: MG Team Meeting (monthly, ADMG leads this meeting), R&P Team Meeting (monthly), All FSC Meeting (monthly), OSR Debrief Meeting (bimonthly), ORS Management Meeting (monthly), R&P and MG Coordination Meeting (monthly).
  • Participates in external working groups, including the monthly RCUSA MG Working group.
Data and Reporting

  • Serves as a principal writer for and ensures timely submission of funder reports, ensuring compliance and accountability per requirements.
  • Oversees ongoing collection, consolidation, and analysis of large program and client datasets, both qualitative and quantitative, from database and reporting tools. Implements initiatives to streamline data acquisition for the network and USCCB/MRS staff.
  • Utilizes program and client data to inform funder reports, proposals, and quality assurance and program management initiatives.
  • Evaluates USCCB/MRS monitoring trends, federal monitoring trends, network feedback, and service delivery best practices to identify means of enhancing program capacity and strengthening compliance.
Resource Development and Training

  • Develops, revises, and disseminates program monitoring tools, program case file form templates, program guidance, and other tools to the network.
  • Plans and implements formal and adhoc training for affiliate staff, including new MG affiliate onboarding, webinars, New Directors Orientation (NDO), onsite training, national convenings, etc. Identifies gaps in training for the network and individual affiliates.
  • Contributes updates to quarterly network conference calls to disseminate key program updates, promising practices.
  • Responsible for the development and maintenance of the MG Program Operations Manual
  • Ensures the Match Grant section of , USCCB's affiliate facing website, is an effective means of storing and disseminating program materials and resources.
On Site Reviews

  • Ensures that MG Field Support Coordinators complete onsite, remote or desk reviews on schedule, reviews monitoring reports, including appropriate recommendations to ensure provision of quality services, and ensures that training and technical assistance, followup, and referrals are provided as necessary.
  • Ensures that formal monitoring reports are provided to affiliate offices on time after onsite or remote monitoring, and ensures Program Strengthening Plans are developed and carried out.
  • Ensures that required affiliate offices complete Performance Improvement Plans (PIPs) and make progress toward improving their MG programs' selfsufficiency outcomes.
ORR Monitoring

  • Where necessary, participate in ORR premonitoring calls and provide assistance to affiliate throughout the monitoring process as needed.
  • Where possible, participate in the ORR postmonitoring debrief/exit calls.
  • Serve as a final reviewer for the affiliate's initial MG Monitoring Report response prior to sending to ORR.
