- Acts as primary point of contact for faculty, management, and staff with regards to global human resource policies, procedures, and practices for Bloomberg. Manages such issues and concerns by providing clear direction, accurate information and consultative support on tough conversations and compliance. Identifies areas of risk related to these activities and areas, and escalates issues to HR leadership, Central HR, and legal to ensure a consistent and proactive approach across all regions then makes recommendations for follow-up.
- Serves as HR subject matter expert for field office HR operations; provides guidance and support of on a wide variety of global HR services including performance management, discipline, and compensation.
- Conduct training sessions for local managers on global and university policies and practices.
- Ensures thoroughness and fairness through structured HR governance and approvals.
- Assists in analysis of workforce planning and the financial impact to departmental/project and budgets.
- Partners and consults with Central HR teams, General Counsel's office and the Office of Institutional Equity as appropriate on employment related matters including grievances and questions regarding legal compliance and the potential legal implications.
- Oversees electronic records, documents, and manuals. Creates and communicates effective workflows to streamline the collection and maintenance of employment contracts and supporting documentation.
- Collaborates with in Country Directors/Chief of Party in the implementation of HR practices with a concentration on host country labor laws, JHU policies and other appropriate legal compliance.
- Reviews country office hiring/promotion/equity and merit increases and other salary adjustments as needed.
- Leads and manages HR related projects.
- Provides monthly/quarterly and annual reports to HR Director and Bloomberg leadership on Global HR.
- Responsible for ensuring compliance with JHU's expat and third country national HR policies to ensure that they are competitive and compliant with relevant in country laws and JHU regulations.
- Partners with Central Global HR on salary negotiation for TCN staff and local nationals outside of the United States as needed.
- May provide coaching, guidance and mentorship to Bloomberg HR Central team on HR practices and employee relations management.
- Leads training activities within Bloomberg School of Public Health.
- May supervise HR Support staff.
- Strong employee relations skills with demonstrated ability to resolve complex problems impacting people, process, and program issues.
- Demonstrated ability to exercise discerning judgment, consultative decision-making, creative problem solving and innovative approaches to managing human resources.
- Effective team player with the ability to establish effective working relationships with client areas, peers, subordinates, and superiors through contributions in team settings, working groups and committees.
- Must have strong interpersonal skills with the ability to relate well to staff from many different cultures and backgrounds.
- Excellent oral and written communication skills.
- Prior experience living or working in a developing country a plus.
- Intermediate to advanced computer proficiency required, particularly with Word, Excel, PowerPoint, Outlook, Access, or similar programs.
- Working knowledge of SAP desirable but not required.
- Bachelor's Degree in Human Resources, Business Administration, or other related field.
- Five years progressively responsible human resources management experience including employee relations experience, preferably in a University setting.
- Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
- Master's Degree in HR or related area.
- Eight (8) years of documented progressive experience in human resources, specializing in International HR preferred.
- Knowledge of labor law/legal resources at international level.
- Change management and project management skills.

Reporting to the Bloomberg HR Director, we are seeking a Global HR Manager who will provide a wide range of human resource leadership, guidance and consulting to faculty, staff and departmental leaders in the following areas: employee relations, performance management, compensation, training, workforce planning, compliance, talent acquisition, diversity awareness. This position works in partnership with the Bloomberg HR team and JHU Central HR partners to provide HR guidance and consultation to in Country Directors/Chiefs of Party, and international offices to support Bloomberg's international mission, goals, and objectives in these regions. The Global HR Manager is expected to develop and implement a global employee relations strategy that aligns with JHU's culture, visions and values.
This is a hybrid position that will be based out of our Baltimore office.
