General Definition of Work:_

The purpose of this position is to manage the Jaffrey Rindge Memorial Ambulance EMS Services. Duties include, but are not limited to; personnel management, personnel hiring, coordination with outside agencies and medical direction, maintain federal, state, and local requirements and certification levels, department training, and overall guidance and direction of JRMA

Job Summary:

This position is appointed by the Board of Directors for Jaffrey Rindge Memorial Ambulance. They may remove the appointed EMS Chief without recourse.

Essential Functions_:


  • EMS Program Management research, develop, and implement best practices for emergency medical response to ensure that the best level of service is being provided to the community.
  • Support EMS crews by ensuring readiness to all emergency responses through training, education, and equipment.
  • Supervision of all EMS shift operations; ensuring they are being run efficiently, patient care is being delivered at a high standard, and patient care reports are completed in the required time.
  • Coordinates care and interoperability between outside EMS agencies, hospitals and Fire Departments of Jaffrey and Rindge
  • Facilitate and coordinate the staffing of ambulances
  • Completes necessary employee coach/counseling, written performance plans, and appropriate discipline when required.
  • Responsible for coordinating Emergency Medical Technician (EMT) certification training
  • Facilitate / Coordinate Continuous Quality Improvement (CQI) & Quality Assurance (CQA) programs to ensure standards are being met, identify any training needs, and develop the training needed to correct the related concerns.
  • Responsible for the EMS budget to purchase supplies, equipment, training devices, and monitor contracts with vendors and cooperating agencies. Designs, maintains, and deploys a system for ordering, tracking, and delivering EMS supplies and equipment.
  • Coordinate and conduct the hiring of EMS Professionals to ensure full staffing of all shifts.
  • Maintains State EMS vehicle and provider certifications and maintain roster of certifications
  • Maintains provider affiliation requirements with the local hospital.
  • Maintains provider certification with State of New Hampshire
  • Maintains department Medicaid and Medicare compliance.
  • Maintains Drug Enforcement Agency (DEA) compliance with narcotics.
  • Develop, deploy, and maintain a schedule for the maintenance and upkeep of EMS equipment to include, but not limited to; patient handling and lifting systems, AED's, defibrillators.
  • Assist in the design and planning efforts of new ambulances.
  • Develop, deploy, and design an annual EMS Work Performance Evaluation for EMS personnel.
  • Works closely with EMS Billing contracted vendor to ensure best practices are being utilized.
  • Monitor EMS Legislative issues and concerns, involvement in appropriate EMS professional organizations, and attend State EMS Commission meetings regularly.

Knowledge, Skills, and Abilities:_

  • Knowledge of current NREMT/State certification requirements, patient care best practices
  • Maintain knowledge and assist in the creation and updating of Standard Operating Procedures and Guidelines
  • Ability to manage personnel in both nonemergency and emergency situations.
  • Communicate professionally with other EMS personnel and the public.
  • Communicate and work effectively with JRMA Board of Directors.
  • Respond to incidents when requested or assigned. Respond periodically to manage operations and provide support to EMS crews.
  • Ability to manage time and multitask

Education, Training, and Experience:_

The EMS Chief shall have at minimum the following education requirements, certifications, and/or experience:

  • New Hampshire Licensed Emergency Medical Technician for a minimum of five continuous years and able to operate and function in the State of New Hampshire
  • Experience in teaching, training institutions, and accreditation models.

Physical and Employment Requirements_:


  • Performs strenuous lifting, bending, twisting, carrying, and other demanding movement activities under routine and hazardous conditions. Ability to lift 50 lbs. unassisted, climb ladders, and stairs.
