Description

The Vice President of Youth Development supports the Carole Robertson Center for Learning's (Center) successful and recognized youth development programs.

Working closely with the Sr Director of Out of School me Programs (OST), The Vice President of Youth Development leads strategic efforts to deepen program impact, elevate program quality, and ensure long term fiscal sustainability.


The Vice President of Youth Development will steward improved integration of supports that mirror the Center's early learning systems and processes, with an eye toward the desired future state (stronger impact, partnerships, sustainability, and positioning of the youth development/out-of-school time portfolio) outlined in the Center's strategic refresh plan.

Through strategic implementation, direction, and mentoring, this role effectively articulates and supervises the development and implementation of high-quality program services, policies and procedures, metrics, and overall operational and systems efficiencies in all youth development programming.


The Vice President of Youth Development uses the Center's guiding principles, best practices, and core values to ensure strong, robust, and impactful service delivery that engages the youth development workforce and children as well as their families.

The person in the position collaborates with external partners (e.g. funders, public officials, schools, community-based) and internal departments to ensure that the OST programs across our network are impactful and of the highest quality so that the Center is a recognized and trusted leader in youth development across the city.


This role ensures that all safety and regulatory requirements are met through adherence to practices and procedures that meet best practices standards, and compliance to DCFS and regulatory entities.


Key Tasks
Administration Leadership

  • Ensure that daytoday operations and programs are professionally and efficiently organized and administered.
  • Manage, implement, and monitor longand shortterm OST programming strategic plan goals and objectives in partnership with the SR. Director of OST.
  • Meet with partner school principals and administration to ensure OST program staff and partnership with the Sr. Director of OST.
  • Meet with partner school; principals and administration to ensure OST program staff and partnership contracts are set up for success.
  • Ensure all personnel and youth files at all program locations are up to date and fulfill the requirement of all licensure and regulatory agencies by creating systems and processes to check, update and communicate with all stakeholders and parents, including staff, families, and the People and Culture team.
  • Advise on new programmatic policies, revise existing program policies to reflect best practices, latest research, and infusion of the Centers principles, values, and objectives.
  • Assist onsite with Sr. Director and Program managers to identify policy implementation gaps and support staff and managers to create effective adoptions strategies.
  • Provide input, implement, track and monitor annual program budgets.
  • Work in collaboration with the Office of the CEO (OCEO) on key projects, priorities, and initiatives.
  • Assist in management of program revenue and expenditures.
  • Lead all planning and preparations for youth development program accreditation.
  • Work in partnerships with the Programs and Impact department, to design impactful and evidencebased OST models.
  • Build a cohesive and impactful youth development team across out of School time program models and locations (flagship sites and schools).
  • Develop, maintain, and ensure implementation of direct service staff onboarding and training.
  • Ensure that we maintain full enrollment across all OST program models and work with the enrollment, recruitment, selection, eligibility and access (ERSEA) committee to maintain a minimum attendance rate of 85%.
  • Direct and maintain program compliance with city, state, and federal regulations including those pertaining to licensing thereby ensuring the health, safety, and nutritional needs of all children and staff are met at all times.
  • Demonstrate deep conviction to serving historically marginalized and disinvested communities across Chicago.
  • Develop solid pathways to support kindergarten, third grade, middle school, and high school transitions.
Pedagogic Leadership

  • Implement effective Reflective Supervision practices with direct reports and ensure continuity of implementation among direct reports with their teams.
  • Partner and collaborate with the Director of Flagship programs and the Sr. Director of Community Based Programs to create alignment and efficacy between programs and operations.
  • Collaborate with LESD to ensure development of professional learning communities to ensure continual improvement of program practicethereby ensuring program quality and positive outcomes for youth and families.
