- NYCHA's Asset & Capital Management (A&CM) Division leads the Authority's capital, sustainability and resiliency programs that comprise a $5 billion capital projects portfolio one of the largest in NY State as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA's housing portfolio for the future by piloting and scalingup sustainability and resiliency technologies and practices, improving residents' quality of life while enhancing building performance.
- Position Description
- The Engineering Audit Department (EAD) independently audits and certifies all City funded or partially Cityfunded payment requests for construction work, equipment, and related consultant services to ensure that the appropriate quality and quantity of work was provided prior to payment.
- Reporting to the Director of Engineering Audit, with strong latitude for independent judgement, the Dispute Manager will assist with the resolution of payment inquiries and disputes in compliance with SOPs and mandates, while actively collaborating with team leads and stakeholders to identify and implement process improvements to improve efficiency and collaboration.
- Specific Responsibilities Include, but are not limited to the following:
- Communicate with parties involved in the inquiry or dispute to gather information.
- Research contract terms, procedures, best practices, and legal mandates.
- Make recommendations for resolution supported by documentation.
- Prepare, analyze, and summarize data for senior staff.
- Prepare metrics and reports.
- Contribute to operational and strategic process improvements.
- Develop guides and training documents.
- Assist with automation efforts and system enhancements.

A baccalaureate degree from an accredited college and four years of fulltime, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
- A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
