Duties:


  • You will serve as the Civilian Deputy Director in the Contracts Directorate at the Naval Information Warfare Systems Command (NAVWAR).
  • You will review or supervise the procurement workload for the Contracts Directorate, establishes objectives, resolves any unusual problems, and effectively reaches the proper segments of industry.
  • You will be a Contracting Officer with unlimited authority to enter into procurement actions on behalf of the United States Government and to make approvals, determinations and findings with respect thereto.
  • You will be responsible for developing the workforce, including personnel at headquarters and the NAVWAR Warfare Centers; hiring key personnel; and managing the performance of all Directorate personnel.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travelrelated purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR

Qualifications:


  • Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS13 grade level or pay band DP03 in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following
:

providing policy and guidance on procurement programs, developing and implementing procurement policies, procedures, and strategies, managing substantial annual operating budgets of procurement obligations.

Education:

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

  • A 4-year course of study leading to a bachelor's degree with a major in any field;
or

  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.


DP-04, TIER-1 SAN DIEGO, CA SALARY STATEMENT: If selected, your salary will be set according to the established control points of this position, which is $139,176 - $191,900* (Base $104,604 - $147,647 plus 33.05% locality adjustment). DP-04, TIER 1 IS CAPPED AT A GS-15, STEP 7.**This position is telework eligible as determined by the agency policy.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment)
may be authorized to eligible selectees.

Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations.

This position is covered by the Department of Defense Priority Placement Program.
