Summary


Individual assists NAVWAR Integration Logistics Support (ILS) Certification Manager) by providing ILS Certification support services for the validation and verification of the completeness, accuracy, and availability of C4ISR system's logistic elements prior to the systems installation on ships and submarines.

The verification includes a determination as to the item's maturity, availability for delivery, and any anticipated exceptions.


Essential Duties and Responsibilities

  • Independently reviews ILS Certifications for carriers, surface ships, and submarines by performing logic checks and technical data verifications utilizing multiple websites and approximately 15 different parts, training, and installation related databases.
  • Verify logistics elements' readiness identified on ILS Certification Forms for proper documentation and identification in preparation for NAVSEA Ship Program Manager (SPM) validation/approval.
Data verification is conducted by utilizing multiple websites/databases such as:

SPAWAR/PEO Integrated Data Environment and Repository (SPIDER), Configuration Data Managers Database-Open Architecture (CDMD-OA) CITRIX, Human Analysis and Requirements Planning System (HARPS), Model Based Product Support (MBPS), etc.


  • Coordinate with Naval Sea Systems Command (NAVSEA) Ship Program Manager (SPM) for the final approval of ILS Certification, to include coordination with all relevant stakeholders.
  • Coordinates and interfaces with the cognizant NAVSEA "Planning Yard" Representatives for Ship Installation Drawings (SID) approvals and with the NAVWAR Design Center for development and approvals of Engineering Change Orders (ECO), Field Change Bulletins (FCB), and Software Delivery Documents (SWD).
  • Tracks and independently monitors the status and approval of SCD, ECO, FCO, and SWDs to support ILS Certification development for upcoming CNO ship maintenance availability within the Availability minus 12 months (A12) window.
  • Collaborates with respective Ships Program Managers (SPM) to ensure the most accurate information and ILS Certification completeness in order to ensure ILS Certifications are approved by A4, i.e., 4 months before the ship's maintenance availability.
  • Creates new ILS Certification records in NAVWAR's installation tracking system (SPIDER), plus updates the ILS Certification and ILS Certification Caveats status in SPIDER to ensure it is current and accurate.
  • Develops and maintains tracking databases which identify the commands, scheduled C4I system installations, and C4I systems to be installed for specific ship maintenance availability for Carriers, Surface Ships, and Submarine platforms.
  • Coordinates with respective Program Office (PMW)/LCMs for changes to planned C4I installations, including late additions and cancellations, and/or changes in availability start or end dates.
  • Monitor, track, and update outstanding caveats for the NAVWAR enterprise that result in Interim ILS Certifications.
  • Track the resolution of outstanding caveats per NAVSEA policy and final ILS products for the NAVWAR enterprise.
  • Draft for Government approval naval ILS Certification Caveat messages for release to the Fleet in the required format.
  • Coordinate with the responsible Life Cycle Manager (LCM) to ensure all caveats are cleared by the Estimated Completion Dates (ECD).
  • Report reasons for delays of ILS Certification elements if the ECD date cannot be met and provide recommended new ECD for Government approval.
  • Attend meetings in support of ILS Certification requirements for the NAVWAR enterprise as required, e.g., ILS Certification and Caveat Status meetings, Program Office and Integrated Logistics Support Management Team (ILSMT) meetings.
  • Improve awareness and coordinate with the Program Offices to reduce the number of ILS Certification caveats and potential delinquent caveats. This support includes outreach efforts to the Program Offices to address caveat metrics for their respective C4I system, facetoface meetings with Programs that need assistance with their ILS Certifications, enforcement of NAVSEA policy to close all caveats, and periodic classroom training events.
  • Develops and submits biweekly ILS Certification status reports to the ILS Certification Manager.
  • Prepare technical reports with recommended solutions for the NAVWAR ILS Certification Manager.
  • Provide technical representation for ILS Certification related meetings and events.
  • Support the transition of the ILS Certification processes to the Model Based Product Support (MBPS) System, and the NAVWAR Navy Nuclear Command, Control, and Communications (NC3-N) process compliance efforts.

Required Qualifications

  • Bachelor's Degree (2 years of logistics experience may be substituted for each year of college)
  • 35 years of Navy experience.
  • Experience with the Navy's logistics elements associated with installations, e.g., technical manuals (TM), ship installation drawings
