M To-Pros Development Inc. is an MWBE Construction Management and Project Controls company based out of NY and NJ.


We are seeking a Project Manager with a minimum of 5 years Engineering or Architectural experience, reporting to the Senior Program Manager, Capital Program Delivery.

This position is responsible for formulation, management, and implementation of Port Department Capital Plan programs that relate to the planning, development, and delivery of civil, structural, electrical, architectural, and environmental projects that support regional maritime operations at PA marine terminals, intermodal facilities, roadways, and related facilities.


General skill/knowledge, qualifications requirements may include but shall not be limited to the following:

  • Experience in project work related to waterfront construction, civil construction, transportation facilities, parking facilities, new or existing utility infrastructures, and roadways and bridge structures, as well as paving and demolitions of existing structures.
  • Knowledge of capital planning and assessment, costbenefit and life cycle cost analyses, project planning and development, and risk management protocols.
  • Experience providing oversight for consultant architectural and engineering and construction services.
  • Experience developing strategies to achieve broad business goals and understanding the impact on various stakeholders within and outside the PA, particularly to interface with and negotiate amongst multiple stakeholders to resolve project conflicts and maintain project scheduling.
  • Experience managing projects in a transportation environment.
  • Ability to manage and prioritize multiple assignments.
  • Proven ability to manage multiple projects simultaneously and effectively, utilizing limited resources to achieve complex goals.
  • Expert knowledge of the principles, methods and tools for developing, scheduling, and managing projects and resources, including monitoring costs, work and contractor performance.
  • Extensive experience in managing and influencing diverse work groups and project teams.
  • Demonstrated experience establishing project plans, setting priorities, managing risks, and coordinating activities with projects of similar size and complexity.
  • Demonstrated knowledge of capital planning and assessment, costbenefit analysis, planning and evaluation, and risk management protocols.
  • Proven skills at effective communication both at the interpersonal and group level.
  • Proven ability to work effectively within groups and to complete assigned tasks independently.
  • Experience with waterfront projects preferred but not required.

QUALIFICATIONS:


  • Bachelor's degree in engineering, Architecture, Project Management or related field from an accredited college or university
  • Minimum five (5) years' experience in managing capital, port development, or facility construction projects.
  • Must have a valid driver's license.
  • Proficiency in the use of standard Microsoft Office products and ability to become competent with Port Authority software and reporting systems.
  • Professional Engineer or Architect's License in New York or New Jersey.
  • Project Management Professional (PMP) Certification.
