Position Summary and Job Duties:


Public Health Strategists work in a team environment to continuously improve population health through convening multi-sector partnerships to develop plans to address the Social Determinants of Health and root causes of prioritized health issues impacting Rock County's population. Public Health Strategists maintain awareness of population health trends through evaluating primary and secondary data, ensuring alignment between identified health promotion strategies and health improvement goals, and supporting the development and implementation of policies.

Public Health Strategists work in a variety of areas, which include:

Public Health Emergency Preparedness; Communicable Disease; Chronic Disease and Injury Prevention; Mental Health; Access to Care; Food Access; Coordinating Health Equity in Rock County; Maternal and Child Health; Environmental Health and support other topics as identified.

Public Health Strategists approach work from a health equity lens to ensure there is an equitable distribution of health resources and services to improve the health of all Rock County residents.



30%- Strengthen, support, and mobilize communities and partnerships.

  • Builds relationships with community members, representatives of government, and representatives from community organizations to address specific health topics/public health concerns.
  • Convenes diverse partners to identify, implement, and evaluate health promotion strategies to address the Social Determinants of Health and specific health topics or prioritized health needs.
  • Leads and/or supports coalitions addressing specific health topics.
  • Works in collaboration with other staff within the department to ensure a coordinated and collaborative approach to improving the health of all Rock County residents.

30%- Create, champion, and implement policies, plans and laws.

  • Systematically and continuously develops health improvement strategies and plans.
  • Ensures that health promotion strategies are appropriate and tailored to the specific health topic or Social Determinant of Health.
  • Supports the department's policy agenda by conducting literature reviews and writing resolutions and Board of Health position statements.
  • Serves on health department teams to develop, implement, and evaluate internal plans, including the department's strategic plan, performance management system, quality improvement plan, workforce development plan, and partner relationship management system.
  • Researches funding sources to enhance programs and assists with writing grant proposals.

20%- Investigate, diagnose, and address health problems and hazards affecting the population.

  • Supports the work of the Community Health Assessment (CHA) and other health status assessments by assisting with primary data collection and identification of secondary data sources.
  • Collaborates with internal and external partners to develop, implement, and evaluate the Community Health Improvement Plan (CHIP) and other topic specific improvement plans.
  • Reviews various data sources including: primary data, secondary data, qualitative data and quantitative data.

15%- Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it.**- Communicates effectively both verbally and through writing.

  • Develops health education messages as appropriate for the topic of concern.
  • Ensures that health education messages are culturally and linguistically appropriate.
  • Supports the development, implementation, and evaluation of the department's communications plans.

5%- Other duties as assigned.

  • Performs public health emergency response duties as assigned and consistent with job classification and training provided, in response to threats to public's health.
  • Participates in department and communitywide emergency response training and drills consistent with job classification in support of public health emergency and disaster preparedness.
  • Supports the development of a future public health workforce by precepting/mentoring students and assisting with the onboarding of new staff members as appropriate.
  • Engages in developmental opportunities related to their role and responsibilities, including health equity and social justice; seeks opportunities to gather and reflect on diverse perspectives; works to address personal implicit biases; and seeks developmental opportunities to work within complex systems.
  • Upholds ethical standards for public health practice.
  • Performs other duties as assigned, consistent with job classification.
  • Maintains confidentiality of protected health information (PHI) of individuals, identifiable data elements and small data sets, including but not limited to only accessing information related to assigned work, utilizing locked filing cabinets, electronic password protection, and encryption when creating, handling, and storing documents that contain PHI.
