    MAJOR FUNCTIONS

    This is a highly responsible professional and technical position that manages, coordinates, oversees and maintains records and inventory related to the operational aspects of the motor vehicle fleet and police equipment within the Police Department. This position is directly involved with the acquisition and purchase orders for vehicles and equipment including specialty and very complex vehicles. Oversight of tracking, issuance and return of police vehicles and equipment including coordination of repairs and maintenance on all Police vehicles and mobile equipment. This position functions under the general direction and guidance of the Deputy Chief of Police.

    This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, ice storm, etc.) or other conditions (natural or manmade).

    ESSENTIAL DUTIES

    • Ensure monthly inspection and the preventative maintenance of police vehicles (marked, unmarked and specialty) based on reports provided by team members and equipment maintenance department.
    • Leads the function and team as it relates to the fleet and equipment within the Police Department.
    • Ensure equipment certifications are maintained including in car radar, speedometer calibrations, etc.
    • Research vendors of various products and supplies to include state contracts for the purchase of police vehicles and equipment.
    • Prepare purchase orders requests for vehicle and police equipment.
    • Research requests by the Chief of Police regarding fleet purchase programs, equipment up fitting and obtains quotes.
    • Prepares requests for proposals as specified by City and police departmental policies.
    • Analyze departmental fleet accident reports and identify problems or patterns in coordination with the City's Risk Management team.
    • Coordinate and verify maintenance estimates for products and repairs and present to police department leadership for approval in accordance with City and departmental purchasing policies.
    • Manage, create and maintain records on equipment issued to employees to include assigned vehicles, issued vehicle equipment, uniforms and police equipment such as duty gear, radios, flashlights, etc.
    • Manages and maintains annual renewals, transfers and purchase of marked and unmarked fleet vehicle tags including working with the logistics department to maintain titles, insurance and locations of all equipment.
    • Acts as a liaison for other departments relating to asset tagging system and access to vehicles including providing photos of equipment.
    • Stays current on technology changes and makes recommendations on fleet safety and efficiency equipment i.e. light bars, prisoner restraints, center consoles, etc.
    • Manages the safety and properly handles and stores law enforcement equipment and supplies including maintenance of adequate inventory for issuance.
    • Operates police department vehicles and equipment to perform assessment, troubleshoot routine equipment issues and arrange for necessary corrections either through warranty repair or utilizing the equipment maintenance department.
    • Collects, organizes and analyzes vehicle data to identify fleet repair problems and patterns.
    • Trends vehicle age and use for identifying vehicles due for replacement and make recommendations for replacement.
    • Read, interpret and analyze a variety of information such as vehicle and equipment specifications, vendor reports and record keeping information.
    • Prepares necessary records, inspections and reports in accordance with department policies, rules and accreditation standards.
    • Participates in the trial and evaluation of new equipment related to fleet vehicles or officer issued equipment and prepares summary reports based on officer evaluations.
    • Assists in the development of policy or procedures relating to fleet and police equipment owned and operated by the department.
    • Keeps annual inspection of all fleet fire extinguishers and any other safety equipment including ensuring that they are properly maintained on an ongoing basis.
    • Reviews, analyzes and reports on the department's fuel usage.
    • Participate in job related in-service or other professional development training programs.
    • Travel to off-site locations to effect purchase, repair, inspection, disposition, etc. of department owned equipment.
    • Ensure fleet and equipment preparedness for unforeseen emergency events.
    • Make minor repairs, i.e. change light bulbs, fuses, etc.
    • Troubleshoot add on vehicle systems in coordination with vendors.
    • Performs other duties as required.
    KNOWLEDGE, SKILLS AND ABILITIES
    • Ability to read, understand and possess strong knowledge of City and department policies, rules and regulations.
    • Ability to supervise, mentor and lead the functional area of fleet and equipment maintenance for the Police Department.
    • Knowledge of record keeping and file maintenance.
    • Knowledge of intermediate computer skills including Microsoft Office products (Outlook, Word, Excel, PowerPoint).
    • Ability to learn third party software in an independent manner.
    • Ability to utilize basic math skills and calculations.
    • Knowledge of inventory control practices, data collection and analyses, fleet maintenance and specialized police equipment.
    • Knowledge of vehicle operation and maintenance procedures.
    • Ability to read, comprehend, analyze and utilize specifications from various manuals and various specifications as it relates to vehicles and equipment.
    • Ability to communicate effectively and efficiently in a positive and team focused manner orally and in written form.
    • Ability to prepare accurate, detail and comprehensive reports for a variety of users.
    • Ability to utilize sound independent judgment when making decisions and recommendations.
    • Ability to complete work independently with minimal supervision and work within a team dynamic.
    • Ability to obtain and utilize working knowledge of police equipment, vehicle maintenance, repair practices and terminology.
    • Ability to establish and maintain effective working relationships with co-workers, other departments, vendors, contractors and the general public.
    • Ability to prepare specifications for automotive or police specialized equipment.
    • Ability to function and prioritize using excellent time management skills with strong ability to organize, prioritize, schedule and manage daily work and special assignments in tandem.
    • Possess problem-solving skills to look beyond the basic level to identify, analyze and resolve problems with minimal supervision and intervention.
    • Ability to work varying shifts.
    MINIMUM QUALIFICATIONS
    • Graduation from high school or possession of an acceptable equivalency diploma.
    • Associate degree in automotive technology or comparable field preferred.
    • Five (5) years of fleet and supply maintenance experience with two (2) years of supervisory experience preferred.
    • Valid driver's license.
    A comparable amount of training or experience may be substituted for the minimum qualifications.
