This Opportunity
The position is full time and requires working a minimum of two days at the Metro integrated project office in Century City and one day at WSP's satellite project office in Downtown Los Angeles.
Duties
- Manage the negotiation, award, and administration of largevalue subcontracts in support of a transit megaproject using various commercial models, primarily costreimbursable contract mechanisms, to satisfy project needs and client requirements while providing best value and cost effectiveness.
- Work closely with technical managers for each of the megaproject's three sections to establish subcontract scope and subcontract documents while adhering to Prime Agreement/subcontract terms and conditions. Draft and issue various agreement types, including professional services subcontracts, independent consulting agreements, vendor agreements and intercompany agreements.
- Coordinate with Project Accountant on financial activities, including indirect rates for subconsultants.
- Analyze subcontract data for key contract metrics.
- Ensure compliance with Federal Acquisition Regulations (FAR) and other federal, state, and local laws and regulations and company policy through directing the procurement process, as well as guiding/counseling the project team.
- Coordinate with WSP Subcontracts USA and integrated project team, including Metro client staff, to support seamless and effective execution and resolve contractual issues.
- Review and provide recommendations to mitigate subcontract risk.
- Support WSP USA procurement and subcontracting policies, procedures, and guidelines with special emphasis on maintaining the highest ethical and professional standards.
- Participate with responsible parties to ensure that subconsultant claims and disputes are resolved without delay.
- Ensure compliance with Client's Disadvantage Business Enterprise (DBE) program requirements, including monthly payment audits.
Required Qualifications
- Bachelor's Degree in Business, Supply Chain, Construction Management, Economics, or Engineering preferred.
- PE License in Civil Engineering is preferred.
- Minimum 10 years Supply Chain management experience in the Engineering, Procurement and Construction Industry.
- Proven experience with Federal Acquisition Regulations (FAR) and other Federal, State, and local laws and regulations.
- Experience with Federal and nonFederal procurements/subcontracts.
- Solid understanding of domestic purchasing and subcontracting in remediation/construction industry.
- Basic knowledge and experience in the means, processes and methods needed to successfully implement a supply chain plan on largescale projects.
- Helpful demeanor and friendly customer service skills
- Outstanding interpersonal and communication skills, including the ability to prepare and make presentations to project and external groups and stakeholders.
- Excellent computer literacy skills and skills in MS Office 365, and Adobe Acrobat Pro DC.
- Strong leadership and decisionmaking skills.
- Excellent writing skills
- Exceptional negotiation skills.
- Proven ability to work collaboratively in a diverse team environment, juggle multiple assignments and deliver in a targeted timeframe and budget.
- Must pass background check.

Compensation:
Expected Salary (all locations): $133,400 - $198,220
