RE-ANNOUNCEMENT


This position supervises, manages, maintains, implements, and oversees all processes in the Court Services Unit of the Records Section for the Madison Police Department.


  • This is responsible professional, administrative, and supervisory work in the development, implementation and operation of the Police Department's Court Services Unit. As the unit supervisor, this employee hires, trains, assigns, schedules, directs, evaluates, disciplines, and otherwise coordinates the staff of the Court Services Unit. This work involves the ongoing assessment, development, and maintenance of unit processes and procedures in context of departmental policy, improving efficiencies, technological systems, Madison General Ordinances and Wisconsin State Statutes, customer service needs for the public atlarge, and representing the department and departmental interests at both City and State levels. The employee is expected to troubleshoot and resolve all manner of process and system deficiencies, customer service challenges, and intra/interdepartmental requests and concerns, and have the ability to determine whether information may be released in accordance with Wisconsin Public Records Law. This position operates under the general supervision of the Police Records Manager and necessitates considerable independent judgment, direct and regular consultation with command staff, and discretion on a variety of confidential departmental matters.

Examples of Duties and Responsibilities:


Supervise the Court Services Unit of the Madison Police Department

  • Interview and recommend the hiring of staff.
  • Develop, update and maintain training materials for staff, including operating procedures.
  • Develop training schedules and train all staff on operating procedures.
  • Make schedule/assignment modifications.
  • Evaluate staff performance and develop approaches to improve the performance when necessary.
  • Provide leadership, direction, respond to questions, and clarify policies, procedures and interpretations.
  • Maintain attendance records and perform related payroll functions and related enhancements.
  • Assist the Records Manager in the development of the budget requests related to equipment needs and/or upgrades for the Court Services Unit.
  • Assist Records Manager with the development and/or updating of related policies, procedures and operating practices.

Create, assign, and/or modify work tasks in the unit

  • Oversee processing of documentation required by the Municipal and District Courts for the prosecution of parking, municipal ordinance, traffic, and criminal traffic violations.
  • Troubleshoot and help to resolve all variety of process interruptions, software malfunctions, customer service grievances, intra/interdepartmental concerns, requests and inquiries.

Oversee and help administer various programs

  • Maintain, update, and annually publish the Department's Bail Schedule.
  • Maintain/update statute table in the department's Records Management System.
  • Assist with the negotiation of the City of Madison towing service contract.
  • Oversee the daytoday implementation of that contract.
  • Oversee and manage the City of Madison Police Department's Citation Payment Process.
  • Work with stakeholder agencies as required to ensure interoperability and consistency of systems.
  • Develop and implement a system of quality control measures for MPD Court documents.

Perform other recordkeeping, administrative, and supervising tasks relative to operations and daily activities of the Court Services Unit

  • Plan, schedule, conduct, attend and/or participate in meetings in the pursuit of unit and departmental objectives.
  • Initiate and maintain intra
- and inter-departmental working relationships with various City and State agencies, and other contacts, as needed.

  • Coordinate, plan and oversee the administrative process for mass arrest processing for special events such as Freakfest, protests, rallies, etc.
  • Review open records requests and determine if the records can be released.
  • Attend weekly meetings with other records custodians.
  • Work with the Records Manager on the life cycle of records, e.g., storage and destruction
