    GENERAL DESCRIPTION:

    The Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel and change in duties as needed. The Continuity Planner I, under the direction of the Unit Supervisor, Preparedness Strategy and Continuity, performs entry-level continuity program management, planning, and research work. Work involves continuity program management, strategic planning, operational planning, research, meeting facilitation, tracking, writing, soliciting feedback, updating, and evaluating TDEM continuity of operations plans. Work also involves participating in the development and review of external preparedness and response plans, including but not limited to collaboration with partner agencies such as the State Office of Risk Management and Federal Emergency Management Agency. Works closely and liaises with other internal TDEM programs and external agencies to ensure a clear delineation of roles and responsibilities in all continuity management plans. Participates in the development of enterprise-level continuity management plans. Works under limited supervision with extensive latitude for the use of initiatives and independent judgement. Supports other Preparedness Units to meet Preparedness Division goals. Supports other TDEM Divisions to meet agency goals. Employee actively participates in the State Operations Center (SOC) during disaster response and recovery efforts and completes all training and exercise requirements. Actively participates and serves in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation.

    This position reports to the Unit Supervisor.

    ***Hourly rate is a fixed rate. It is not a range.

    ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
    • Manages planning projects. Convenes, coordinates, and facilitates internal and external workgroups to review, develop, clarify, and update the agency's continuity management plans.
    • Participates in the coordination, development, and maintenance of portions of comprehensive continuity management plans.
    • Provides support and collaborates in the planning, development, implementation, analysis, and documentation of preparedness projects including continuity, Texas Homeland security, and enterprise Texas A&M University System continuity strategy.
    • Serves as a liaison to staff to explain and provide technical assistance on continuity and preparedness programs.
    • Monitors and reviews compliance with program policies and procedures, statutes, and executive orders.
    • Assists with preparing comprehensive reviews of statutes, executive orders, and policies and prepares administrative reports, studies, and specialized research projects.
    • Assists in developing policy and procedure manuals, templates, and other guidance.
    • Performs related work as assigned. Work may include actively participating during disaster response and or recovery efforts, serving in a supporting role during disaster response and or recovery efforts, and assisting in work to maintain the continuity of the agency's operations during disaster response and recovery efforts.
    • Ability to travel (25%)
    • Face-to-face and person-to-person interactions are required.
    • Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.

    MINIMUM QUALIFICATIONS:

    Education - Bachelor's degree from an accredited college or university in emergency management, homeland security, public health, or directly related field of study or an equivalent combination of education and experience.

    PREFERRED QUALIFICATIONS:

    Experience - One or more years of experience in emergency management, disaster preparedness, or related field.

    *Relevant work experience of the type described may be substituted for the education requirement on a year-for-year basis. Note: Thirty (30) semester hours is considered equivalent to one (1) year of experience.

    KNOWLEDGE, SKILLS, AND ABILITIES:
    • Basic knowledge of emergency management planning and continuity of operations planning.
    • Knowledge of basic concepts of planning, training, and exercising principles.
    • Skill in organizing, prioritizing workload, and meeting deadlines to accomplish several simultaneous tasks.
    • Knowledge of effective writing techniques.
    • Ability to attend to details while keeping big-picture goals in mind.
    • Ability to identify, analyze, and solve problems.
    • Ability to communicate effectively (oral and written).
    • Proficiency in MS Office and Internet applications.
    • Ability to develop concise reports and presentations.
    • Ability to work independently or in a team environment, as needed.
    • Ability to exercise excellent interpersonal skills.
    • Ability to establish and maintain effective working/ professional relationships with external and internal partners.
    • Ability to be flexible, organized, and prioritize in a multi-demand environment. Ability to rapidly assimilate information related to state and federal regulations, legislation, guidelines, policies, and procedures.
    • Ability to be analytical and detail oriented.
    • Ability to plan and conduct effective in-person and virtual meetings.
    • Ability to make public presentations and present information to a variety of audiences.
    • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.
    REGISTRATION, CERTIFICATION, OR LICENSURE:

    Must complete the following training courses: IS-100, IS-200, IS-700, IS-800, the Professional Development Series, and the Professional Continuity Practitioner - Level I within the first twelve (12) months of employment.
