Minimum Qualifications
NON-

COMPETITIVE MINIMUM QUALIFICATIONS:

Community Correction Representative 2, SG-23:
Either 1.

a bachelor's degree AND three years of professional experience at the federal, state, or local level in a probation agency, parole agency, adult correctional facility, or alternatives to incarceration program.


One year of this experience MUST include either:
A.
- program analysis,
- planning,
- development,
- monitoring,
- evaluation,
- research,
- curricula development,
- delivery of training, or
- evidence-based client intervention;
OR
B.
supervising professional probation staff, parole staff, corrections counseling staff, or case management staff.
OR 2.

a Juris Doctorate or master's degree in criminal justice, psychology, public administration, social work, or sociology AND two years of the qualifying experience as described in #1.


One year of this experience MUST include either:
A.
- program analysis,
- planning,
- development,
- monitoring,
- evaluation,
- research,
- curricula development,
- delivery of training, or
- evidence-based client intervention;
OR
B.
supervising professional probation staff, parole staff, corrections counseling staff, or case management staff.
OR 3.

a doctoral degree in criminal justice, psychology, public administration, social work, or sociology AND one years of the qualifying experience as described in #1.


One year of this experience MUST include either:
A.
- program analysis,
- planning,
- development,
- monitoring,
- evaluation,
- research,
- curricula development,
- delivery of training, or
- evidence-based client intervention;
OR
B.
supervising professional probation staff, parole staff, corrections counseling staff, or case management staff.

  • Examples of nonqualifying experience include: teachers; direct care aides or supervising direct care aides in the direct care of inmates/residents; correction officers, youth detention officers, or supervising correction officers or youth detention officers; and nonprofessional staff or supervising nonprofessional staff in a qualifying setting.

NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


COMPETITIVE MINIMUM QUALIFICATIONS:

Community Correction Representative 2, SG-23:

Permanent service in this title, or one year of permanent competitive or 55b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law, or a reachable score on the Civil Service eligible list for this title.


PROVISIONAL MINIMUM QUALIFICATIONS:

Community Correction Representative 2, SG-23:
One year of permanent or contingent-permanent service in the Community Corrections Representative 1, SG-18 title.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:

Duties Description


Under the direction of a Community Correction Representative 3, the Community Correction Representative 2 (CCR 2) will perform work related to DCJS' regulation and support of New York's 58 probation departments.

Duties will include, but will not be limited to:


Serving as DCJS-OPCA's primary point of contact for an assigned region in New York State regarding criminal court probation matters.


Playing a key role in the support and performance of DCJS-OPCA's Criminal Court Probation Quality Assurance and technical assistance efforts.

Tasks and duties may include review of and feedback to departments based on available data, including the Integrated Probation Registrant System (IPRS), review of case records to assess compliance with statute, regulation, best practices, and more.

This Quality Assurance also includes the review of, and response to, select Annual Plans submitted by probation departments.


Conducting reviews of select probation Critical Incident cases as assigned, which may include Level 1 and Level 2 (Practice Reviews), to gain information and provide feedback to improve probation practice.


Participating in the delivery of training to the field on a variety of topics in events including, but not limited to, Fundamentals of Probation Practice and the DCJS Public Safety Symposium.


Provisioning of Quality Assurance/Technical Assistance related to the GIVE Probation model as well as other related initiatives conducted by probation departments.

Collaborating with other DCJS offices as well as partner agencies regarding criminal court probation matters.

Identifying probation department training needs and coordinating with OPCA's training unit and other offic
