The State of New Hampshire, Department of Environmental Services, Commissioner's Office, Legal Unit has a full time vacancy for a Paralegal.
**Summary: **Provides paralegal support to the Legal Unit in processing requests for records under RSA 91-A, rulemaking, research, drafting, and legislative tracking. Provides assistance to the Public Information and Permitting ("PIP") office as directed by the Legal Unit.

18 Months of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS:


Education:

Associate's degree or two years of college with a major study in law, paralegal studies, or related legal field, or a paralegal certificate from a certified paralegal program.

Each additional year of approved formal education may be substituted for one year of required work experience.**
Experience:Three years' experience in legal research, legal investigative, paralegal work, criminal justice, or an area that provided experience with legal terminology, with at least one year at the level of Paralegal I.

Each additional year of approved work experience may be substituted for one year of required formal education.


Responsibilities:

**Provides support to the Legal Coordinator in the determination of whether responsive records are exempt from disclosure by reviewing Right-to-Know requests and conducting preliminary reviews of responsive records.

Assists the PIP office in coordinating Right-to-Know requests, including maintaining a right-to-know log, gathering information responsive to requests, redacting information where necessary, and responding to requests.
**Maintains the Rulemaking and Certified Rules pages on the NHDES website and maintains a rule expiration calendar and a rulemaking deadline calendar. Assists in the preparation, distribution, filing, and proof-reading of rules. Monitors rulemaking activities to ensure deadlines are met.

Assists in special research projects as assigned by Commissioner, Legal Unit Administrator, Compliance Attorney, or Legal Coordinator.
**Provides administrative support to the Legal Unit, including printing, copying and organizing documents, binding, and filing projects. Maintains Legal Unit files, guiding the Legal Assistant in archiving files as necessary and maintaining document lists for retrieval. Prepares case files for Legal Coordinator/Hearing Officer or as requested by Legal Unit attorneys.

Reviews and analyzes statutes, rules, case law, and legislative histories as needed by Legal Unit attorneys and NHDES Senior Management; organizes and updates legal books, periodicals, and other resource materials in the Legal Unit for use by Legal Unit and other NHDES staff.
**Assists in the preparation of documents including pleadings, memoranda, briefs, motions, petitions, and orders, to include researching, drafting, proofreading, checking citations, summarizing procedural history and positions of the parties, preparation of tables of contents, and other similar duties.

Maintains legislative tracking chart for bills assigned to Legal Unit staff or otherwise of interest to the NHDES.

Continually seeks to improve practices to add quality and value in support of the agency's mission while identifying and eliminating unnecessary or redundant actions.
