The Department of Health Services (DHS), Division of Medicaid Services (DMS) is recruiting for a Program & Policy Analyst Advanced in the Bureau of Children's Services (BCS).

This position offers the option to work remotely up to 5 days per week and is headquartered in the 1 W.

Wilson Street office in downtown Madison. This schedule may vary based on training or operational need.


Position Summary:


As a Children's Program & Policy Analyst Advanced, you will have responsibility for planning and coordinating large-scale projects, policies, and programs related to the design and operation of programs and systems for children with disabilities.

You will be responsible for assuring policy and procedures maintain state and federal authority to fund and operate the programs in addition to maximizing state and federal resources available for programs that serve children with disabilities.

Through utilizing expert communication skills and principles of trauma-informed care, you will use culturally sensitive and respectful approaches when working with children, families, providers, colleagues and all other partners.

You will work closely with the section manager and bureau management in order to define program goals, develop and plan programs, develop policies and procedures to implement and administer these programs, and analyze the current or projected effectiveness of programs in achieving goals.


Other responsibilities include:
- performing comprehensive program and policy analysis and related research, program planning, program evaluation and related financial activities, or comparable analytic functions.
- preparation of specialized departmental policy issue studies and other research and policy analysis related to services for children with disabilities.
- participation in the bureau management team in planning and facilitating effective administration and delivery of the programs for children with disabilities.
- coordinating preparation of legislative proposals and administrative rule language, public information materials and briefing documents for executive staff decision makers.
- serving as a team leader for cross-bureau or cross-department planning groups and policy development teams, and for executive staff in developing policies for children with disabilities.
- consulting with and advising the leadership at the Bureau, Division and Department level on program-related issues ranging in scope from specific technical issues to broad public policy issues. All policy analysis and development will ensure that the Department is in compliance with all federal assurances, as well as state statutory and policy requirements.


Salary Information:


The starting pay is between $36.00 and $43.46 per hour (approximately between $74,800 and $90,300 per year), depending on qualifications, plus excellent benefits.

A 12-month probationary period is required.

For positions that do allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
