Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TOOLS AND PARTS ATTENDANT, Position Description Number PDD and is part of the MA ARNG, National Guard.

This is a Bargaining Unit position.

SGM Paul Cross at Responsibilities (1) Receives, stores, and issues hand tools, machine tools, dies, and equipment, such as measuring devices and materials, in an industrial establishment.

Unpacks and stores new equipment. Selects and sets up specific storage locations according to such factors as use, size, shape, and nomenclature of items. Identifies and selects items for issue that are requested by users in trade or shop terms. Keeps records of tools issued to individual workers or shops. May make adjustments or minor repairs to tools and equipment carried in stock. Prepares periodic, special, or perpetual inventory of stock. During inventories, counts stock on hand and searches likely locations for lost or misplaced items.

(2) Determines stock replenishment levels for centrally controlled items, supplies, and other material using established guides and formulas within funding limitations.

Assures that supplies and monies are not wasted through excess accumulation and that items are on hand in sufficient quantities and at the time required.

(3) Prepares requisitions for procurement of material and supplies. Reviews requisitions for completeness and compliance with regulations, revises quantities ordered based on number on hand. Recommends substitution when supply items are not available. Verifies material received against requisitions, shipping notices, or invoices to determine irregularities in orders. Examines stock to verify conformance to specifications and rejects defective articles. Reports incoming shipments of stock that are over, short, or damaged. Ensures that received items are properly stored in assigned locations. (4) Searches for identifying or management data on items of supply. Compares data listed on documents with reference sources such as federal catalogs, stock lists, or other publications. Receives requests desiring additional identification data, verification, or comparison of data on hand with reference sources. Searches for stock number, prices, descriptions, sources of supply, or other management data. When unknown, traces part number, or type number, and manufacturer of the item of equipment.

(5) Edits supply transactions, or provides customer service for urgent critical shortage items, and other items requiring special handling, when established procedures are not applicable.

Codes and classifies requisitions, shipping orders, and other documents.

Extracts requests to other sources of supply, or refers them to the inventory control point when stock is unavailable or cannot be shipped.

(6) May assist a journey level Automotive Mechanic and/or a journey level Heavy Mobile Equipment Mechanic by performing the simpler and more routine helper type duties.

May engage in joint operations with a journey level employee as instructed by assisting in the accomplishment of his or her duties by getting tools and supplies, carrying materials, and lifting and holding materials in place during operations.

As directed by the journey level employee, uses hand and powered tools of the trade to assist in the disassembly, assembly, and installation of simple component parts and units.

Applies knowledge gained from previous work assignments. Receives detailed instructions from the journey level employee with each new assignment.

Serves to assist the journey level employee as a helper in all phases of the journey level Automotive Mechanic and/or journey level Heavy Mobile Equipment Mechanic duties.

All work is reviewed by the journey level employee while in progress and when finished. Cleans tools, parts, and equipment and keeps work areas clean and orderly.

(Note:

The journey level of the mechanic being assisted may be at the WG-08, WG-09, WG-10, or WG-11, depending on the level of organizational work authorized.) (7) Performs other duties as assigned.

Requirements Conditions of Employment Qualifications Military Grades:

ENL:

PV1 to SGT *All applications will be considered regardless of Branch MOS* *This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency.

Any permanent military technician who is selected for this position will become tenure 3.

The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force.

If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition

AREA OF CONSIDERATION:

Open to current members of the Massachusetts Army National Guard.

NATIONAL GUARD MEMBERSHIP IS REQUIRED:
This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position Constitutes concurrence with these requirements as a condition of employment.

Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

GENERAL EXPERIENCE:
Must have experience, education or training which demonstrates the knowledge of trade; ability to apply identification skill (matching specific item name, models, and stock or part numbers with similar specific information at stock locations); ability to use simple hand tools (pliers, screwdrivers, etc) and to follow oral and written instructions

SPECIALIZED EXPERIENCE:

Must have at least 6 months experience checking numbers and names of items on container labels of incoming stock and matching information with receiving reports.

Experience that demonstrates the ability to store, organize and rotate items and to issue supplies. Experience completing issue or receipt records. Experience counting items during inventory.

PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.

VOLUNTEER WORK EXPERIENCE:

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. MILITARY INCENTIVES

BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program incentives.

In order to avoid losing your incentive eligibility, you should check with your incentives manager prior to accepting an offer for the position.

For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program incentive, the following termination rule applies:

Incentive Termination without Recoupment:

If you accept an Active Guard Reserve (AGR) position or a Military Technician (Mil Tech) Permanent or Indefinite position after 25 February 2010 where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment.
