Description

The Clinical Program Manager is a licensed provider providing supervision to designated mental health staff and can provide direct care to clients and families as needed.

The Clinical Program Manager will draw from their clinical knowledge to provide supervision and oversight of clinical programming and administrative tasks performed by mental health staff.


Organizes, directs and supervises the activities of one or more mental health program; assists in the development, implementation and evaluation of policies and procedures related to clinical program operations; provides staff support to higher level management; serves as a member of the agency's management/supervisory team.

This class is characterized by the responsibility for the ongoing management responsibility over one or more mental health program. Exercises supervision over supervisory, clinical, and some office support staff.


Duties and Responsibilities
The main duties and responsibilities for this role include but are not limited to the following:

  • Plans, organizes and manages the clinical operations and activities of one or more mental health program according to agency and funding source requirements; monitors expenditures and service revenues; assists in maintaining budgetary control; oversees quality assurance standards; develops data collection systems and prepares regular statistical and progress reports.
  • Works closely with agency management responsible for the oversight of residential programming to ensure that integrated residential and mental health programs are operating according to regulatory requirements and that services are truly integrated.
  • Gathers and analyzes information to determine new and ongoing program needs; determines program objectives and formulates procedures and protocols for program services; monitors progress toward objectives; participates in the development and implementation of policies, and priorities or the assigned units.
  • Reads, analyzes and interprets laws, regulations, and information notices governing assigned program operations and assists in development of agency polices and procedures to align program operations with regulatory requirements ensuring regulatory compliance. Serves as outpatient Head of Service.
  • Supervises, trains, assigns and evaluates staff; determines utilization of staff; confers with and/or makes recommendations to the management team with respect to complex personnel employee relations matters, as well as public contact problems, which may have significant administrative or legal consequence.
  • Represents the agency on task forces, planning bodies, committees and other groups; and engages in advocacy efforts related to public policy impacting the organization.
  • Confers with representatives of funding sources, including counties, regulatory bodies and licensing agencies.
  • In absence of a Clinical Supervisor, the Clinical Program Manager plans, assigns, supervises, reviews and evaluates the work of mental health program staff including any combination of registered or licensed clinicians or social workers, licensed professional counselor associate or licensed professional counselor, mental health rehabilitation specialists, or other clinical staff members.
  • Processes and reviews referrals for clinical services; assigns cases and monitors quality; facilitates clinical case review and staff meetings; meets with supervisory staff to discuss program needs.
  • Ensure supervisees follow governing regulatory guidelines, mandated reporting, and agency policy and procedures.
  • Consults with individual staff to review assignments, work progress, case management, and problem resolution; makes recommendations regarding methods of treatment and the provision of services to meet client needs.
  • Work closely with supervisees to monitor and evaluate program performance including ensuring productivity, timeliness, and documentation standards are being met.
  • Provides leadership and direction to a multidisciplinary mental health treatment team.
  • Serves as a program clinical technical resource to all agency staff, clients, and community partners.
  • Participate in an oncall rotation to provide clinical consultation for program staff when there is a crisis situation.
  • Provides consultation and coordination of services with other agencies, private care providers, and treatment facilities; develops and maintains the agency's community resources network; meets with community organizations, client and family member organizations, private individuals, agency administrators, and professional staff to gain cooperation in achieving program goals.
  • Participates in developing procedure manuals and instructional materials and assists in developing and implementing program goals; assists management in evaluating program needs and in the development of effective program delivery.
