Duties:


  • Serve as a Contract Specialist for the Contracts Branch of the Directorate of Contracting, Contract Division, US Army Engineer District, New England.
  • Provide contracting guidance to technical personnel involved in the development of the statement of work and data requirements and in replying to complex inquiries.
  • Ensure that bid schedules and negotiated procurements are properly structured, from the preparation of solicitations to the processing of contract awards.
  • Utilize delegated authority to commit the Federal Government in the capacity of a designated Contracting Officer.
  • Monitor contract performance and properly implement modifications and/or contract cancellations due to mission changes or contract default and negotiate related settlements.

  • This position requires level I Acquisition certification for the GS07 level and level II Acquisition certification for the GS09/11/12 levels within 24 months of employment.

Basic Education Requirement for the 1102 series:

Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption:

You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Experience Required:


GS-07:

Specialized Experience:
One year of Specialized Experience which includes meeting all of the following: 1) Utilize procurement regulations, in order to perform recurring and developmental contracting assignments


Examples of such are:
analyzing, evaluating and participating in negotiation of various cost elements and/or reviewing pricing and cost elements on contracts.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education:

One full year of graduate level education in a field with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

Superior Academic Achievement (S.A.

A):
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Please reference qualification requirements in the education section listed below.

Combination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-09:

Specialized Experience:
One year of specialized experience which includes meeting all of the following: 1) Assist in the analysis/evaluation of cost elements on contracts using contract cost/price analysis principles and procedures; 2) review statistical, financial, and/or accounting analysis; and 3) assist with contract negotiations.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education:

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

Combination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.

Add the two percentages.
