The Mobile Source Laboratory Division (MSLD) is recruiting for a qualified, self-motivated, and creative Air Pollution Specialist (APS) to join the Emission Laboratory Quality Assurance Section (ELQAS).

ELQAS staff work with engineers and specialists to perform quality assurance processes on instruments and equipment utilized to conduct vehicle In-Use Compliance, certification, research, and vehicle emission testing programs at the Southern California Headquarters (SCHQ) located in Riverside.


  • ELQAS mission is to certify, verify, and calibrate all automotive emission testing instruments and equipment in use at the SCHQ and at field locations. ELQAS provides quality assurance oversight to ensure all instruments and equipment meet regulatory requirements prior to being used for vehicle emission testing. The section is responsible for developing and maintaining quality assurance standard operating procedures, performing instrument/equipment verification and acceptance, gas naming compressed gas cylinders, managing calibration contracts and calibration certificates for quality assurance calibration equipment/instruments, reviewing outside laboratories for compliance with the U.S. EPA Code of Federal Regulations, and performing quality assurance data verification. ELQAS is tasked with ensuring quality assurance data is upheld to MSLD's standards and policies.
  • Under the supervision of the ELQAS manager, the APS duties include: working with engineers and specialists staff in performing calibration, verification, and certification of exhaust and evaporative emission testing equipment; developing and evaluating quality assurance procedures; developing and maintaining contracts; developing specifications and purchasing equipment; maintaining and updating quality assurance procedures based on existing and upcoming Federal and State regulatory requirements; performing verification and data analysis of data generated; performing calculations using established quality assurance procedures; designing, programming, and modifying databases; generating monthly reports; performing inventory of supplies.
  • And specialty gases; maintaining the calibration/certification of quality assurance specialty equipment for use in the daily quality assurance work; coordinating with testing staff when performing the quality assurance process.
  • California Driver's License required.
  • Duties require participation in the DMV Pull Notice Program.

Working Conditions

  • Requires being in a stationary position, consistent with office work, for extended periods.
  • Standard office environment (for example, artificial lighting, controlled temperature, etc.)
  • Daily use of a personal computer, office equipment, and/or telephone.
  • Requires repetitive movement of heavy objects.
  • Must be able to move/transport equipment weighing up to 40 pounds, with or without reasonable accommodation.
