    Marion County Health and Human Services is in search of an experienced Mental Health Skills Trainer to work with Adult Behavioral Health's Psychiatric Security Review Board (PSRB) team.

    The person hired will be located at our supportive housing site working with the residents residing there along with helping to maintain the home (monitoring/ordering supplies, organizing, cleaning, etc.).

    This is a part-time position working 33 hours per week and is eligible for employee benefits.


    This team provides services to individuals who are diagnosed with serious mental health challenges and co-occurring substance use disorders who are under the jurisdiction of the PSRB.

    A Mental Health Skills Trainer on this team provides individual and group skills training, case management, and supervision and monitoring for individuals focused on daily living to maximize independence, community integration and recovery to support them in living their best lives possible.

    The ideal candidate would have the ability to come from a person-centered perspective while working with individuals who are mandated to engage in services, be able to work alone as well as with others, be a self-starter, communicate well with team members and have knowledge of the population we serve.


    GENERAL STATEMENT OF DUTIES


    Provides individual and group recreational, social and skills training services under a professionally developed service plan; keeps records of persons served status; performs service plan directed case management functions under close supervision; performs related duties as required.

    Primary responsibility of this class is to assist and support other mental health professionals, without primary responsibility for a caseload.


    SUPERVISION RECEIVED


    Works under close supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness.


    SUPERVISION EXERCISED
    Supervision of others is not a responsibility of positions in this classification.

    Provides behavioral health services to individuals with serious and persistent mental health conditions and co-occurring substance use disorders who are under the jurisdiction of the Psychiatric Security Review Board.

    Performs work using a person-centered, strengths-based, recovery-oriented, trauma-informed, culturally-sensitive, and ethically-guided approach while balancing requirements of individuals' conditional release orders and community safety.

    Skills Training & Case Management

    Provide social and skills training in accordance with the individualized service plan


    Skills training areas include:

    activities of daily living (ADLs) and instrumental activities of daily living (IALDs), such as hygiene, medication management, grocery shopping, cooking, obtaining benefits, scheduling appointments, transportation, development of individuals' natural supports, community integration, etc.

    Skills training is provided in both individual and group formats.


    • Facilitate and/or co-facilitate skills training groups.
    • Transport individuals to necessary grocery shopping & other necessary things.
    • Work on the development of individuals' natural supports and community integration.
    • Provide case management to assist individuals in accessing community services, supports, and housing.
    • Provide case management to include making referrals, coordinating with other agencies, providing advocacy, and supporting individuals to advocate for themselves.
    PSRB Supervision and Monitoring


    Provide PSRB supervision and monitoring, per the PSRB's policies and procedures, to ensure individuals are in compliance with their conditional release orders and are able to be safely maintained in the community.


    • Interact in-person with individuals to monitor for warning signs, symptom increases, and other signs of psychiatric decompensation.
    • Implement safety plans to mitigate risk.
    • Collect urinalysis.
    • Carry out any special monitoring according to individuals' conditional release agreements, per PSRB/ABH case monitor/treatment team, sex offender treatment safety plan or treatment team.
    • Communicate changes in psychiatric status, behaviors, or any concerns to the treatment team and clinical supervisor in a timely manner.
    Supportive Housing


    • Maintain PSRB supportive housing setting.
    • Ensure residence & office maintenance, cleanliness, and organization.
    • Monitor and order supplies.
    • Conduct monthly house meeting with residents to address any house needs.
    • Complete quarterly safety check list.
    Documentation


    • Maintain accurate and timely clinical documentation in accordance with federal, state, county, and treatment program requirements under the direction of the clinical supervisor.
    • Meet performance expectations for time and billing standards.
    Other Duties


    • Work with a team of clinicians (skills trainer, therapist, medical provider, etc.) and supervisor for clinical supervision, treatment planning, staff and departmental meetings, and trainings.
    • Communicate with and maintain positive, collaborative relationships with community partners that provide services to individuals served by the PSRB team.
    • Perform other job duties as assigned by your supervisor.

    Response Level 2:
    In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

    EXPERIENCE AND TRAINING

    • Three years relevant work experience in a behavioral health services field; OR
    • Bachelor's degree in a behavioral science field; OR
    • Any satisfactory combination of work, education, training or experience relevant to the position, as determined by Marion County.

    SPECIAL REQUIREMENTS

    • Must possess a current Mental Health & Addiction Certification Board of Oregon (MHACBO) Qualified Mental Health Associate certification (QMHA) or register within ninety (90) days of hire, and complete in accordance with MHACBO guidelines. See MHACBO website for requirements.

    Typical Work Schedule: 33 hours/week, Monday - Wednesday and Friday 3:00 p.m. - 10:00 p.m., Thursday 2:30 p.m. - 10:00 p.m. with flexibility depending upon the needs of the department and program.

    KNOWLEDGE, SKILLS, AND ABILITIES


    Working knowledge of the general concepts of mental health (including common symptoms for major behavioral health conditions) and chemical dependency as well as community resources; de-escalation, crisis intervention, and engagement strategies; strengths-based resiliency and recovery models; definitions of basic- and community-living skills; measurable goals/outcomes of mental health recovery, substance use disorders recovery, and co-occurring disorders recovery; evidence-based strategies for skills training and improving overall health; daily living activities that promote health and wellness.


    Ability to demonstrate active listening skills and interviewing techniques; establish effective working relationships with diverse individuals and foster shared decision-making with behavioral health consumers, family members, and providers; clearly convey information about behavioral and general health; exercise cultural and trauma-informed competency when linking to resources; follow directions and accept feedback in a professional manner; prepare reports and document services provided to persons served in a timely and professional manner with clarity, conciseness, and completeness; work within an interdisciplinary team; practice appropriate boundaries with consumers; recognize unsafe situations.


    PHYSICAL REQUIREMENTS

    We offer the following retention bonus, prorated based on FTE:

    * $2,000 bonus after 6 months of continuous employment
    * $2,000 bonus after 12 months of continuous employment
